Research On Financial Supervision Of Local Governments

At present,finance supervision in China is respectively in charge by;China Banking Regulatory Commission.China Securities Regulatory Commission and China Insurance Regulatory Commission,which forms the structure respectively supervised by People's Bank of China,Securities Regulatory Commission and Insurance Regulatory Commission.The link of reviewing information of this kind of supervision model is too long,its reflection is not so timely;it is easy to appear situation such as information distortion etc.Under condition of gradual innovation by local finance structure and finance organization,the current finance management system can not adapt to demand of local finance development.Each kind of finance organization and product innovation activities,gradual development of mixed management operation,it will appear some fields such as intersected supervision or blank supervision.Local supervision needs to undertake more supervision tasks from central finance supervision,so that it can ensure healthy development of local finance and economy.Finance in A city is active,its development exists many difficult problems,which causes private loaning problem.This paper uses local government finance supervision of A city as key research,it makes deep analysis on process and effect of A city establishing finance comprehensive reform and test zone,so that it integrates private finance into supervision,reduce risk,induce private fund of many years to be solved.Firstly,this paper illustrates concept and relevant basic theory of local government supervision organization by referring to plenty of literatures,analyzes the necessity of local government to implement finance supervision.On this basis,it makes deep analysis on local finance supervision practice of A city,it finds out that law system of local finance supervision in A city needs improvement,rights and responsibility of central government and local government is not so clear,supervision is insufficient and overlapped,insufficient supervision measures and strength,talents.It also lists achievement made by America,German,England and Japan in aspect of local finance supervision,which provides experience for A city.Finally,this paper puts forward policies and suggestion of perfecting local finance supervision law system,strengthening function division and coordination between central government and local government,establishing uniform local finance supervision and law enforcement organization,strengthening talents cultivation and innovating supervision measures to improve local finance supervision system of A city,which actually solves the obvious problems exist in economic development of A city,guides private financing towards standard development.enhances ability of finance servicing for entity economy.
