The land system is the basic system of the country,and it is also the root of the "three rural"issue.The reform of the rural land system has a very important impact on promoting economic development.The Third Plenary Session of the 18th CPC Central Committee,the 1st Central Document,the 19th CPC National Congress,and the 3rd Plenary Session of the 17th CPC Central Committee all referred to the reform of the land system.At the Third Plenary Session of the 17th CPC Central Committee,the "Decision of the Central Committee of the Communist Party of China on Promoting Rural Reform and Development Several Key Issues" proposed that we should focus on the issue of land circulation,"strengthen the management of land contractual management rights and services,and establish and improve the transfer of land contractual management rights.The market allows farmers to transfer the right to land contractual management in the form of subcontracting,leasing,swapping,transfer,and shareholding cooperation,and to develop various forms of moderate-scale operations." The introduction of these policies will inevitably increase the utilization rate of rural land,substantially increase the income of farmers' property,increase the level of rural financial services,and gradually release a huge reform dividend.Taking the reform of agricultural land system as the research background,the paper is based on the research results of domestic and foreign scholars in the reform of agricultural land system,rural financial services and financial efficiency,and defines the reform of rural land system,rural financial services,and the efficiency of rural financial services.concept.Using theories of land rent and land price,rural credit subsidy,rural financial market,and imperfectly competitive market,the efficiency of rural financial services under the background of rural land system reforms was studied.From the perspective of the development of China's rural land system reform and the status quo of rural financial services,we will study the changes in the rural financial system in the context of land system reform.We believe that the number of rural financial institutions,the number of financial institutions,agricultural loans,and agricultural insurance scales will affect rural finance.Service efficiency has a certain influence.This shows that the efficiency of rural financial services is unstable,and the efficiency of rural financial services is significantly different.This raises higher demands on the efficiency of rural financial services in China.By analyzing the importance of the reform of rural land system,the research background was elicited,and the research results,increase investment in rural financial human capital,speed up the development of agricultural insurance,broaden rural credit sources and improve rural financial development environment.The paper uses DEA model and Malmquist productivity index to measure the efficiency of rural financial services before and after land transfer,cities and autonomous regions in China from static and dynamic perspectives.The empirical results show that China's rural financial services are more efficient under the background of rural land system reform.The growth rate of total factor productivity fluctuates more obviously.From both dynamic and static perspectives,it is analyzed that the impact of reform of rural land system on the efficiency of rural financial services is different.Regional rural financial service efficiency varies greatly.It puts forward proposals for continuously advancing the deepening reform of the rural land system,vigorously developing rural financial service institutions,accelerating the development of agricultural insurance,and promoting scientific and technological progress in rural areas.
