A Scientific performance management philosophy has become one of the core elements for the development of enterprises.As an important part of human resource management,performance management plays an important role in encouraging innovation and promoting organization.Consequently,an effective scheme is the key to the implementation of performance management.For the growth of AH pharmaceutical research institute of the high-tech,the conservative concept of performance management inevitably restricts the overall development.Therefore,by methods of the literature study,field survey and data analysis,the paper designs a practical performance management scheme to optimize the performance management based on three phases about the preparation,implementation and report.Specifically,from the perspective of analyzing the objective reality about the organizational structure and personnel allocation,the paper creates the idea of hierarchical classification,hierarchically discusses organization performance and individual performance,and emphasizes the classification of the administrative department and the planning and development department.First of all,the key performance indicators(KPI)method is applied to undertake the performance target of research institute by respectively designing each five indicators for the administrative department and the planning and development department and separating down to the individuals.Secondly,in the premise of perfect training and tracts,the performance evaluation is implemented by addition and subtraction based on a bench-marking score.Thirdly,the application of the performance assessment results in two aspects of performance incentive and performance improvement is achieved.Finally,the supporting measures for the implementation of the performance management scheme are considered.Overall,the design of performance management scheme in this paper adheres to the principle of performance process about “Planning-Guidance-Assessment-Application " in order to take the advantage of the performance management recycle,which will help the research institute to improve the organizational competitiveness and enhance the cultural innovation.In a word,the scheme is aimed to contribute to the strategic development of the research institute in the future.
