Research On Resource Allocation Efficiency Of 2011 Collaborative Innovation Center Based On DEA-MI

With the rapid development of the economy and society,cooperation and innovation has gradually become a necessary behavior required by all walks of life in China.At the same time,more attention has been paid to scientific research and university construction.With the increasing number of scientific research projects,the complexity of the project is also increasing,and the science and technology applied in the project are becoming more and more advanced,which makes the concept of collaboration,innovation,sharing more and more widely used.To this end,China has proposed the "Strategic Innovation Plan for Higher Education Institutions" as an important strategic measure,and has created a number of 2011 Collaborative Innovation Centers with the aim of improving the innovative capacity of higher education institutions in China.In recent years,the development of the 2100 Collaborative Innovation Center has been increasingly perfected,and more and more scholars have started to study the operation and resources of the Collaborative Innovation Center.However,with the development of the Center,more and more problems have arisen in the allocation of resources.Many problems such as the lack of redundancy in centralized funds and staff input,problems such as the low level of output resulting from inequality in scientific research capacity and resource allocation and the resulting low efficiency of resource allocation have become increasingly evident.Based on the above issues,the thesis starts with the research on the efficiency of resource allocation in the 2011 Collaborative Innovation Center.With reference to the research results of many scholars,the impact factors of the output of the 2011 Collaborative Innovation Center are analyzed based on the indicators used by the scholars when evaluating the center.The three basic goals of the Center's scientific research,personnel training,and discipline construction achieve direct and indirect input indicators,establish an evaluation index system for measuring the efficiency of resource allocation in the 2011 Collaborative Innovation Center,and apply data envelope analysis and MI index model to 2011 The efficiency of resource allocation and the rate of change of efficiency of the Collaborative Innovation Center were measured,and then the four-point map model of the Collaborative Innovation Center of 2011 was established based on the management grid theory.The efficiency development of the Collaborative Innovation Center was analyzed according to the model results of each center and the Collaborative Innovation Center of 2011 was classified.In the end,we will put forward corresponding suggestions for improvement for different types of centers and make contributions to improving the educational level of higher education institutions in our country.
