| Hu Jintao has proposed that "Through institutional innovation and policy projects as a guide we should actively promote the collaborative innovation to encourage universities with research institutions and enterprises to carry out in-depth cooperation,to establish the collaborative innovation strategic alliance to promote resource sharing,to join the major scientific research projects,and to achieve substantial results in key areas" at Tsinghai University Centennial Conference on April 24,2011.To further promote collaboration innovation and make the production,learning,research and practical application plenty merge,we should forth put the advantages of university disciplines to enhance innovation capability.The Ministry of Education and Finance jointly issued "The notice on the implementation of Institutions of higher learning innovation capability enhancement program"(the "2011 Plan")in 2013 that has got the high attention from all sectors of society and became a hotspot both at home and abroad.As the main mode in the coming period of technological innovation,we research collaborative innovation by exploring collaborative mode.This has important practical and theoretical significance to fully prosecuting mechanism reform and releasing the power of science and technology innovation and maximizing synergies in innovation resources.This thesis is based on the collaborative innovation center for industry innovation performance.This thesis establishes the scientific and rational innovation performance evaluation index system and evaluation model by researching on the innovation performance of industry collaborative innovation center(ICIC).Taking the "Deepwater engineering and high technology of ship collaborative innovations center "as an example,the paper further validates the scientific nature and operability for collaborative innovation performance evaluation mode and puts forward the targeted promotion strategy form the collaborative optimization,technology collaborative and collaborative innovation performance.The first part of the article describes the motives of collaborative innovation center for industry,operation mechanisms,coordination mechanisms and operational management mechanisms.First of all,this paper analyzes the content,classification and characteristics in-depth for collaborative innovation,collaborative innovation centers and industry collaborative innovation center.Then,the paper analyzes the collaborative innovation motives for collaborative innovation center industry from the selection motives,coordination motives and reform motives and dissects the driving mechanism of collaborative innovation in detail base on the analysis of collaborative innovation driving factors from innovative culture,industry and technology.Finally,this article describes the innovative operational coordination mechanism from strategic coordination,organizational collaboration and knowledge synergy and analyzes the operation management mechanism for collaborative innovation from organizational mechanisms,personnel training mechanism,the mechanism of scientific research,personnel management mechanisms and resource sharing mechanism.The second part of the article establishes a scientific and reasonable collaborative innovation center performance evaluation index system for industry,qualitative and quantitative indicators screening model and innovation performance evaluation model and then performs examples of validation analysis.First of all,the paper analyzes influencing factors of innovation performance from technical innovation performance and collaborative innovation performance.Technology influencing factors include social environment,industry innovation environment and government policy environment and collaborative innovation factors include collaborative participation units,co-organized and co-effectiveness.On the basis of it format a new performance evaluation index system of the comprehensive innovation.Finally,,this article creates an innovative performance evaluation index system through qualitative optimization and quantitative optimization based on gray management model.The third part builds an innovation performance evaluation model based on "collaborative optimization-AHP-Entropy".First of all,using collaborative optimization which improved by swarm algorithm to build a discriminate model to determine whether collaborative innovation centers is collaborative.Secondly,the use of AHP and entropy to construct an innovative performance evaluation model based on the target layer,criteria and indicators layer.The fourth part takes the" Deep Ocean Engineering and High-tech Ships Collaborative Innovation Center" as a case to verify innovation performance evaluation,and on the basis of the evaluation results to analysis the technology and collaborative of the innovation performance for this center.This part proposes innovation performance improvement strategies of collaborative achievement,the personnel system reform and personnel training system reform by analyzing the evaluation results of "Deep Ocean Engineering and High-tech Ships Collaborative Innovation Center".Then this part analyzes the innovation performance improvement strategies from collaborative optimization strategy,technological innovation and collaborative innovation performance improvement strategies and proposes technology promotion strategies from a culture of innovation,innovation task concise and innovation base and brings forward innovative elements promotion strategies from organizational models and operating synergistically,personnel management,personnel training,scientific management,resource sharing,international exchanges according to features of industry collaborative innovation centers. |
