In recent years,especially in the Internet depth the influence of new technology of mobile Internet and big data,cloud computing and other changes,had hitherto unknown interaction between people,population aggregation and interaction costs are almost reduced to zero,all kinds of online and offline community explode.The change of interpersonal interaction has also disrupted the way of China's economic and social operation,resulting in many new economic models,such as community economy,shared economy,Internet Finance and so on.Under such a background,as a typical representative of the new economic form,the community economy has also witnessed vigorous development.Various types of social economic organization are emerging and are still in further development and change.For a formal group organization,a continuous incentive mechanism is needed for continuous development,and the establishment of incentive mechanism is inseparable from proper performance management support.But for the purposes of social economic organization,in the form of organization and operation mode and traditional enterprise organization such as the huge difference,the traditional performance management methods are often difficult to apply,how to establish a suitable social economic organization performance management measures of the problems have become increasingly prominent.However,in previous studies,the performance management of social economic organizations is still lacking.Therefore,it can be said that how to do well the performance management of social economic organizations is still a blank point in the existing research results,which is also the focus of this article's concern and research.Hangzhou city brand network(hereinafter referred to as the H community economic organization)is a Hangzhou city to promote the brand development,composed of many communities,organizations and institutions of social economic organization.The H community has the characteristics of economic organization personnel structure complex,multiple agencies,identity differences,part-time hybrid,enterprise performance management,the traditional way to cover people of different identities,to compare different job performance,science can not measure the performance,cannot effectively inspire all kinds of community participation.In order to solve these problems,the H community economic organization innovation implementation of the integral system of performance management measures,systematically put forward the integral design idea,formulate implementation measures,the development of integral evaluation software system,and through the clear evaluation object,evaluation subject,evaluation content,evaluation criteria,goal setting,integral giving,subjective and objective evaluation integral,integral,integral distribution statistics,using "the implementation details,the implementation of the integral system of performance management,deal with the organization faces in performance management challenges.The purpose of this study is to take the scoring system performance management implemented by H community economic organization as an example,summarize the advantages that can be drawn from it,and put forward feasible countermeasures and suggestions for shortage,so as to provide a way for H community economic organization to further improve its own performance management.It is also hoped that through this research,we can provide reference and reference for the improvement of the performance management of the community economic organizations,and fill the gap in this field.
