The quality of patent is based on the application document,which is mainly determined by the document writing level and technical innovation level.From the perspective of quality dimensions of patent application,the core of university patent application management lies in the improvement of technical innovation level and document writing quality.The main goal is to optimize resource allocation,carry out cooperation among various departments,create good conditions of scientific research and patent application for researchers,provide support and guarantee for high-quality patent application and promote the quality of university patent application.At present,the problem existing in the field of university patent application management service are highlighted by the lack of attention to the technical field and technology market,lack of scientificity in patent management as well as obsolete institution setting and operating modes.In the daily practice of university patent application management,the lack of attention to the needs of researchers in the application process and lack of attention to patent management lead to the defects in the management system as well as unreasonable and incomplete settings of management process.The failure to provide necessary services and guidance for researchers in patent application has a direct impact on the quality of university patent application and has an adverse impact on the transfer and conversion of patents in the long-term development.Therefore,it is urgent to improve the university patent application management service system.This study selected the patent application management system of a research university in Guangdong as the research background to analyze the status and room for improvement of university patent application management system based on the 6σmanagement theory.The quality improvement model DMAIC was introduced into the university patent application management service system as the main research tool.At the definition phase of the DMAIC process improvement model,through the study of the quality of patent application quality as well as the whole process and links of university application management,the relationship between quality dimensions and management service of university patent application was analyzed,and the general contents and links of patent application management system based on quality management were defined(D).At the measurement phase of the DMAIC process improvement model,questionnaire survey and interview were used to investigate the participation and cognition of researchers in patent application management and collect relevant data,and the effectiveness of the questionnaire as a measurement tool was evaluated(M).At the analysis phase of the DMAIC process improvement model,based on the data collected,a factor analysis was conducted to find and determine the key factors(A)from the perspective of researchers that affect university patent application management and find the management optimization path(1)specific to each factor,and finally the control of the improvement process(C)was achieved through proceduralization of management process and assignment of responsibilities in each link. |
