Performance Evaluation And Influencing Factors Of Low Low Carbon Economic Development In Inner Mongolia

With the development of our economy and the progress of the society,the party and the government pay more and more attention to the sustainability of the economic development and social harmony and stability.The development of low carbon economy is an important measure that is in line with the trend of international economic construction,and is also an important measure to build "beautiful China".Under this background and situation,it is of great theoretical and practical significance to strengthen the study of low carbon economy.Based on the previous research,literature research method and empirical research method are adopted,taking the Inner Mongolia Autonomous Region as an example,the development of low carbon economy is analyzed,by using the method of DEA to evaluate the development of low carbon economy performance,and using OLS to study the factors influencing about the development of low carbon economy in Inner Mongolia,and puts forward relevant countermeasures.Through the study of this article,which is beneficial to further enrich the related topics from the research perspective and content,to provide theoretical reference and reference method for the relevant provinces and cities in the development of low carbon economy to improve development efficiency,to guide the relevant provinces and cities like the Inner Mongolia Autonomous Region to strengthen the performance evaluation,to identify constraints of obstacles in the development of low-carbon economy,to improve the performance of the development of low carbon economy,and to promote the regional economic development level and the quality of development.Through the study of this paper,the main conclusions are as follows:(1)The static evaluation of the development of Inner Mongolia low carbon economy performance results show that the efficiency of the development of low carbon economy in the Inner Mongolia Autonomous Region was 1.0273,higher than the national average,ranking twelfth in the country;It belongs to the increasing scale benefit,and increasing the input factors can increase the output of low carbon economy in the Inner Mongolia Autonomous Region.(2)For the development of low carbon economy in the Inner Mongolia Autonomous Region to achieve the best performance,there are mainly the following paths: improve capital efficiency,increase the size of the population,increase investment in research and development,increase the forest coverage,improve the efficiency of industrial pollution control investment and optimization of energy production and consumption structure.(3)The dynamic evaluation results of low carbon economic development in Inner Mongolia from 1996 to 2010 show that affected by the factors of efficiency improvement index pulled up,low carbon economy in the Inner Mongolia Autonomous Region Malmquist index fluctuated upward trend,and most of the year Malmquist index were higher than 1;from 2011 to 2015,affected by the improvement of efficiency index and technical progress index fluctuation double drop,most of the year Malmquist index were lower than 1.(4)The national data panel regression results show that from a significant point of view,urbanization level,energy consumption structure and technological progress have the most significant impact on the development of low carbon economy.From the perspective of impact,the level of economic development,industrial structure and urbanization rate have a negative impact on the development of low carbon economy,and the energy consumption structure and technological progress have a positive correlation with low carbon economy.The Inner Mongolia Autonomous Region sequence regression shows that the influence of technological progress,economic development level and industrial organization is significant.Similar to the national data,the positive and negative effects of explanatory variables on the performance of low-carbon economic development are consistent with the national data regression results.In addition,in the national data analysis results and data analysis results of Inner Mongolia autonomous region,the impact of technological progress is significant.(5)To enhance Inner Mongolia's low carbon economic development performance,we need to accelerate industrial upgrading,vigorously develop green industries,speed up energy reform,optimize the structure of energy production and consumption,accelerate the development of carbon trading market,and improve the efficiency of pollution control.
