| Comrade Xi Jinping pointed out in his report to the 19 th National Congress that the major contradiction in Chinese society in the new era has been transformed into a contradiction between the growing need for a better life for the people and the insufficient and unbalanced development.The imbalance between East and West and between developed and underdeveloped regions is an important manifestation of regional imbalance.In order to solve the problem of unbalanced development,the report of the 19 th National Congress clearly states that the implementation of a coordinated regional development strategy in the central region is,based on existing foundations,upgrading the industrial level and promoting industrialization and urbanization.Luoshan County is located in the old area of Dabie Mountain in the south of Henan Province.It is a traditional agricultural farming area.As an agricultural and main grain producing county,accelerating industrialization and urbanization under the premise of ensuring national food security is not only in line with the national strategic arrangement,but also the only way to revitalize county economy in Luoshan county.Since the beginning of the new century,Luoshan County has started to implement the strategy of industrial strengthening,and has successively planned and built the Luoshan County Industrial Gathering Area and the Luoshan County Stone Specialty Park.More than 10 policies have been put in place to attract investment and related services.However,due to the large population and poor foundation,despite the efforts of more than 10 years,the industrial development of Luoshan County made slow progress.The task of industrialization is still very difficult.This shows that there must be some problems that restrict the rapid development of Luoshan County's industry.So the in-depth analysis and study of these problems are beneficial to adjust and optimize the industrial structure layout and accelerate the transformation and upgrading of the industrial structure.Following the general idea of "starting out systematically and going deeper layer by layer" and based on integrating the previous research achievements,the paper comprehensively analyzed industrial development level,industrial structure and industrial policies using comparative analysis method and progressive analysis method.The research includes five aspects: The first part is about the general situation of Luoshan County's industrial development.Based on the brief introduction of Luoshan's industrial development,this part mainly introduced the number of industrial enterprises and employees,the distribution of major industries,the spatial distribution and industrial output in Luoshan County.The second part is about the comparative analysis of the industrial development level in Luoshan County.By means of comparative analysis,a comprehensive evaluation index system was set up to compare the industrial development level in Luoshan County from four aspects,that is,industrial development foundation,industrial economic benefit,industrial development potential and ecological and environmental protection.At the time,the overall industrial level in Luoshan County was measured and the existing problems and effects were analyzed.The third part is about the analysis of the industrial structure of Luo Shan County.In this part,this paper mainly analyzed the characteristics of the industrial structure in Luoshan County from three aspects,such as organization structure,industry structure and ownership structure.The fourth part is an examination of industrial policies.This part focused on the policies of invigorating industrial stock in the early stage of industrial strengthening county strategy in Luoshan County and the current industrial promotion policies.The fifth part is about the research conclusions and policy recommendations,mainly summarizing the conclusions of this paper and putting forward the corresponding suggestions.The conclusions are as follows: First,Luoshan County has low industrial concentration,broad development pattern and low development level.The limited industrial scale weakens its base of the industrial development;the shortage of investment restricts its potential of the industrial development;the labor productivity and the low product sales ratio weaken its industrial benefit,while the ecological environment problems reveal the extensive industrial development style and restricts its sustainable development ability.These prominent problems are the main internal reasons that lead to the overall low level of industrial development.Second,the private small and medium enterprises are in the overall dominant position and the degree of capital density is too high and the degree of industry correlation is very low.Third,Luoshan's industrial development policy is excessively focused on the number of enterprises,white the environmental protection policy is not strong enough.Besides,the preferential policies are biased.Policy proposals to solve these problems include: making the medium-and long-term industrial development plan scientifically;revising,supplementing and improving the industrial support policies;strengthening industrial investment and the foundation for industrial development;cultivating large leading enterprises;optimizing and upgrading industrial structure;changing the way industry develops;encouraging enterprises to innovate in science and technology and increasing efforts to protect the ecological environment. |
