Software as a service(SaaS)is an online software delivery model that has emerged in recent years with the development of Internet technology.Software providers deploy applications on servers and providing the software services to the users through the Internet in the form of renting,the users customize the SaaS services according to their own needs and pay for it according to using time.The emergence of SaaS provides a new opportunity for the development of software service industry,and it has become the main way of enterprise information construction.However,with the rapid popularization of SaaS services,it also faces some obstacles.This paper cuts in from the perspective of organizational legitimacy,combining the research of related documents,the author thinks that the users' distrust of SaaS security and service quality is the main factor that restricts the developnment of SaaS model.As for the innovative business model,whether it can obtain the legitimate resources is of great significance for enterprise to get the key resources in development.Therefore,this paper will analyze the strategy of SaaS to obtain the legitimate resources from the two aspects of technology and cognition.On the technical level,aiming at the problem of information security of SaaS,this paper studies all kinds of security solutions about SaaS services at home and abroad,and on this basis,according to the degree of trust to the service provider and the different requirements on security,the paper proposed a security model for SaaS services,and it also introduces the classification of this model and the included security strategy in detail;In view of the problems related to the quality of' SaaS service,this paper considers that the quality of service of SaaS can be evaluated from four aspects:responsiveness,flexibility,reliability and easy-using.So that a user service hierarchy protocol model is built to measure the quality of SaaS service.On the cognitive level,this paper draws lessons from the language legalization used in news reports and the marketing strategy of social media,so as to put forward a dialogue strategy to gain users' approval of the SaaS model.Finally,the effectiveness of the dialogue strategy is verified by the case study of the well-known SaaS supplier Alibaba Cloud.
