Research On The Problems Of "Triple" Administrative System Reform In Grass-roots

The comprehensive reform of "triple" market supervision is a new requirement for the reform of government administration system and the transformation of government function under the new era of government decentralization and economic normality.The decision of the CPC Central Committee on deepening the reform of the Party and State(hereinafter referred to as "the decision")adopted by the Party's 19 plenary clearly put forward:the establishment of national market supervision and administration,no longer retain the State Administration for Industry and Commerce,the State administration of quality Supervision,inspection and quarantine,the State administration of Food and Drug Administration("triple").Since then,the "triple-a" market supervision of institutional reform work at all levels of government at the national level.Before the reform of the national "triple" market regulator,our party has put forward the "Reform market supervision system and the unified market supervision" in the 18 Session of plenary,which indicates that the ideal market supervision system should have integrity,in order to realize the unified supervision and seamless connection in all areas of the market,to create a standardized and orderly,Fair competition in the fine market environment.At the beginning of 2014,the reform of the basic "triple" market supervision and administrative law enforcement system was explored.The research on the "triple" Reform of the grassroots will undoubtedly provide valuable experience for the new round of the reform of the national market regulatory body.Although the "triple" reforms carried out by local market regulators are in full swing,the model innovation has its own characteristics,but it is undeniable that most of the reforms are facing many challenges.This paper starts with the reform of the "triple"market Supervision Law enforcement System(here in after referred to as "triple-a"),focus on the subject of market regulation mainly carried out the following aspects of work:1.Review,comb and evaluate the domestic and foreign market supervision theory,the "triple" market supervision of the historical development trajectory,rationality and inevitability into the analysis of "triple-a" reform;2.Taking the "triple" Reform of Suzhou County and district as an example,this paper sums up the problems of the unification of the supervision system,the lag of the legal renewal,the lag of the construction of the talent team,the lag of the application of technical means,etc.Combined with the case of Suzhou,the paper describes the manifestation of the problem in detail.3.Based on the analysis of the national case,this paper probes into the deep-seated reasons behind the appearance of the "three-triple" Reform from the two dimensions of the idea and practice operation.4.Introduce the practical content of similar reform cases at home and abroad,try to extract the experience which is suitable for our country's triple reform and development;5.To maintain a high degree of consistency in the ideological concept,reform the implementation of the necessary institutional laws,make full use of the resources of the national institutions,accelerate the application of information construction,and make recommendations for better development of the "triple" institutional reform of national market supervision.Ultimately,it is clear that the grassroots "triple" Reform will continue,its years of reform experience will certainly play an important role in the reform of higher level,and the situation that the grassroots "triple" is subject to the lack of unity of the system has been gradually gone with the establishment of the National Market Supervision authority.However,the national institutional integration is based on the grassroots integration,some of the old problems will be solved,and will continue to face new problems.Therefore,the State should encourage reform and innovation everywhere,and follow scientific principles to establish a unified guiding strategy.In this way,regulators can better and more efficiently play a role in protecting the market in a big reform environment.
