Research On The Dilemma And Countermeasures Of Investment Attraction In Shangyu Caoejiang Provincial Tourism Vacation Zone

Since reform and opening up,attracting investment has become an important guarantee for promoting the development of regional export-oriented economy and promoting the flow of capital,technology and talents.Along with the economic operation of our country entering a new normal and the enhancement of national consumption level,integrative development of the tourism industry become an important part of expanding domestic demand and developing economy,local governments gradually put tourism industry investment into traditional investment and attache great importance to the tourism industry investment.Shangyu Caoejiang Provincial Tourism Vacation Zone is the main platform for attracting tourism industry investment in Shangyu which actively carry out in five years.However,the investment promotion effect is not obvious,and the resort development is gradually lagging.There are many problems which restrict the guiding function of the investment promotion on promoting resort development and improving the economic benefit.This paper firstly sorts related theoretical research findings home and abroad,secondly analyzes the current situation of Shangyu Caoejiang Provincial Tourism Vacation Zone and two failed cases in the past years.Meanwhile,based on the analysis of the cases and the common predicament in the investment promotion work,it obtains such problem as the lack of advantages on investment environment,the imperfect policies and systems,the lack of land supply,the lack of professional talents.Then it analyses the causes such as the bad effect of publicity,lack of effective integration of resources,unreasonable industrial layout,the imperfective mechanism and system.In the end,it combines the analysis of the problems and causes,then specifically points out such long-term strategies as guiding the development of industrial cluster,streamlining the system and mechanism,avoiding the risk of investment promotion work,and short-term strategies as strengthening resource integration,improving the supporting infrastructure,the innovation of investment promotion,strengthening the construction of the professional group.In order to provide some theoretical reference for the development of investment promotion work of Shangyu Caoejiang Provincial Tourism Vacation Zone.
