China has entered a post-demographic transition period with low birth rates and low mortality rates.Therefore,China has entered an aging society,not only facing the increase of social support,but of the substantial reduction in the number of labor.Labor-intensive industries occupy a major position in resource-based cities,population changes will inevitably bring a bad impact to resource-based city.The economic development of Resource-based cities in the past depends on its advantages in resources and China's labor force advantage,especially through the "demographic dividend" to obtain industrial development advantages.In theory,the population structure change caused by population change can weaken the development advantages of resource-based cities and bring negative impact to the economic development of resource-based cities.In this paper,by constructing a panel model of per capita GDP,labor force and resource tax,it is concluded that the increase of labor force in resource-based cities will increase the per capita GDP and also verifies the positive increase of the investment of labor force to the economic development of resource-based cities.In addition,it is also concluded that resource-based cities have a labor squeeze effect in the resource-based urban labor market because of their single industrial structure.From the empirical results,we can see that in the face of changes in population structure caused by population change,the original development advantages of resource-based cities have gradually disappeared,so we have to carry out urban transformation to change its single industrial structure.In the context of the model's conclusion,this paper analyzes the status quo of resource-based cities and the difficulties in the way of their transform.First of all,not only the number of labor in resource-based cities has been reducing,the stock of resources is also reduced,and even some cities are facing the status of resource depletion.There are three problems in the transformation of resource-based cities.First,there is a shortage of the comprehensive quality of the labor force,and there are many labor forces that depend on their own enterprises and have a negative psychological.Second,in the new normal context,the economic development of resource-based cities is also faced with some new opportunities and challenges.Tosucceed in the transition,we must seize the opportunity to overcome the difficulties and grasp the opportunities.Thirdly,there is a problem of excess capacity in resource-based cities.We must first solve this problem in order to successfully carry out the transition.After analyzing the necessity of the transformation of resource-based cities and the difficulties faced by the transformation of resource-based cities,I put forward some policy suggestions on how to develop the characteristic industry of the city,develop the resource-based city human resources,increase the technical investment in the resource-based cities,enhance its independent innovation ability and strengthen the government's macro-control.Hope that the resource-based cities can identify the opportunity,in accordance with the correct transition path to carry out urban transformation work in a timely manner,learn from the past experience to obtain the success of urban transformation.Compared with other literature,just study the "demographic dividend" disappears from the resource-based city,or the unilateral study of the industrial structure of the resource-based city,this paper combines the two models by constructing the economic model.And it also found out the relationship between the two,and the impact of the two on the development of resource-based cities.In addition,this paper analyzes the resource-oriented cities in the development environment,the combination of current affairs,not only pointed out that the resource-based city overcapacity also pointed out that the new economic normal to its development of new opportunities.
