The Implementation Dilemma And Coping Strategies Of Targeted Poverty Alleviation Policy In Ethnic Areas

Since the development of ethnic minority areas concerns the safety,stability and development of the nation,the CPC and state have attached great importance to alleviating poverty in these areas.During the implementation of targeted poverty alleviation strategy,many difficulties and problems remain existed in implement despite its great achievements in these areas.This thesis explores the difficulty and its reasons in implementing targeted poverty alleviation policy in X village of Southern Guangxi through such research methods as document research,questionnaire survey,filed interview and observations,etc.with a view to provide useful assistance in eliminating poverty in ethnic minority areas.This thesis discovers that these areas are facing the following difficulties in implementing targeted poverty alleviation policy,including: inaccurate recognition of poverty-stricken population,declining of traditional industries,emerging industries are facing difficulties to grow,inefficient vocational skills training,poverty results contrary to the reality,inapplicable poverty alleviation standards,and relatively high risks of re-poverty,etc.These difficulties derive from such factors as deficient recognition process and indicators,subjective factors,low labor cost of poverty-stricken population,deficiency of traditional peasant economy and society,unfavorable industries and policy environment,drawbacks of policy and its implementation,intervention of informal rules,gap between standards of recognition and exit and un-solid exit foundation,etc.By summarizing the above difficulties,it can be find out that those difficulties are related to such factors as asymmetry of information between poverty relief subjects,the culture in the rural society,the stands out of structural poverty,policy or its implementation defaults under the system of pressure.In the face of the above difficulties,this thesis believes that efforts should be made to strengthen dynamic management,strictly follow recognition process,make more villagers participate in the process,improve recognition standards to reduce structural pressure of recognition;use labor stock in a good manner,improve labor quality and promote mechanization and gain a moderate scale management;strengthen technology and sale platforms,improve production conditions and accelerate the transformation of traditional industries;develop new industries by providing the supplement of elements such as land,fund,policy and platform,etc;sustain the link between training and working,optimize training plan;strength the standardization of poverty exit(the link between recognition and existing),strength inspecting of the result of poverty relief and build a long term poverty relief organization,optimize and perfect the targeted poverty alleviation policy in the minority areas for a further step.
