As an important factor in leading economic development,technological innovation has been highly valued by the country.The "19th CPC National Congress" pointed out that we must firmly implement innovation-driven development strategies,accelerate the construction of innovative countries,and further clarified that innovation,as a basic state policy,will play an increasingly prominent strategic supporting role in the development of China in the new era.Therefore,the development of high-tech industries has gradually gained attention.The efficiency of output is a direct indicator of the competitiveness of an industry.As a collection of knowledge-intensive and technology-intensive industries,high-tech industries include five sub-industries,namely “pharmaceutical manufacturing” and “aerospace,spacecraft and equipment manufacturing”."Electronic and communications equipment manufacturing","computer and office equipment manufacturing" and "medical equipment and instrumentation manufacturing." The development efficiency of various industries within high-tech industries is unbalanced,and this phenomenon affects the coordinated development of the industry as a whole.The intensive growth of high-tech industries is of great significance to the realization of innovation-driven development in China.Therefore,from the perspective of evolution,this paper conducts empirical research on the efficiency of high-tech industry development,which has theoretical and practical significance.First of all,this paper sorts out the definition and research status of high-tech industry and efficiency from different angles,and selects indicators from both input and output,and finally builds an evaluation system of efficiency.The main body of the article consists of three parts: First,input,collect and collate the data of high-tech industries from 2003 to 2016,analyze the overall level and evolution process of the industry as a whole and the five sub-industry inputs,and compare the differences in the development of various industries;Secondly,in the aspect of output,this paper uses the “full-process multidimensional system evaluation model” to analyze the level of development of output and its development model.Third,in terms of efficiency,build efficiency based on the results of comprehensive input and output research.The evaluation index analyzes the development level and evolution process of sub-industry development efficiency.Compare the changes in the efficiency of different industries in the process of evolution,focus on specific years,and conduct specific studies on time nodes with large changes in efficiency.
