In recent years,due to the rapid development of social economy in our country,the demand of national infrastructure is increasing,and BT(Build-Transfer)mode emerges as the times require.The building-transfer mode means that the government,as the owner of the project,grants the construction right to project investors.The project investors participate in the construction,and undertake responsibilities of financing,construction and transfer.After the completion of projects,project owners pay money to project investors after the certain legal procedure has passed.The project investors hand over projects to project owners.This model is beneficial to both project owners and project investors: On the one hand,the government mainly relies on financial funds to operate,so funds of the government investment projects are limited and difficult to bear all project risks,which restricts urban infrastructure construction and sustainable development.The emergence of the BT model just solves the problem of government funds.On the other hand,due to strong financing and construction ability of enterprises that undertake BT projects,urban infrastructure construction can be actively participated by through the BT model,which not only creates profits for the company,but also helps the company to transform and upgrade itself.In short,BT project can achieve social and economic benefits through government-enterprise cooperation.However,being the primary stage of development in our country,there are some problems for BT model,like the relative laws and regulations cannot keep up with the development,project rights and responsibilities are not clear,and risk sharing mechanism is not perfect.Besides,there are a variety of risks faced by investors of BT project.Therefore,this paper selects BT project of Jingdezhen Ceramic Culture Tourism Development Co.,Ltd.as a case to carry out risk management analysis,and conducts research from aspects of project investors.The author analyzes the current situation of risk management of BT project in Ceramic Culture Tourism Development Co.,Ltd.from five aspects: decision making,financing,bidding,construction and repurchase.The company has developed a series of risk management measures according to the existing risks.However,some risk control measures are not in place,so quality of subcontract projects are not up to standard,the bidding process is not in accordance with rules,project funds are not for a fixed purpose,risk management problems related to the lack of risk early warning mechanism,the lack of examination mechanism ofbidding process and the fund management mechanism of BT project is not perfect.In view of these problems,the author makes a thorough analysis to the reasons,and draws the conclusions and significance of risk management of BT project,thus providing a reference for other BT project investors or construction of BT project.This paper is divided into six chapters,and the specific contents are as follows:The first chapter is the introduction.Firstly,it introduces the research background and significance.The research object is the development and protection projects of ceramic industrial heritage in modern times of Ceramic Culture Tourism Company,and introduces research ideas and research methods.In addition,it also introduces literature research of risk management of BT project at home and abroad.The second chapter refers to related theories of risk management of BT project.This paper summarizes core concepts and related theoretical bases,introduces concepts,advantages and disadvantages of BT project,and clarifies the possible risks in the running process.The third chapter is the basic situation of BT project in Ceramic Culture Tourism Company.This chapter introduces the background of BT project in detail,analyzes its running process,and introduces its basic situation of risk management.The fourth chapter is the risk management and achievement analysis of BT project in Ceramic Culture Tourism Company.It analyzes the risks of BT project,and explains the risk control measures taken by this company at that time,the effectiveness of these risk control measures and consequences caused by the lack of measures.The fifth chapter analyzes problems and causes of risk management of BT project.It expounds the risk management problems,such as the lack of risk warning mechanism,the lack of audit mechanism in the bidding process and the unsound fund management mechanism of BT project.At the same time,causes are deeply analyzed according to the problems.The sixth chapter is the conclusion and enlightenment of risk management cases of BT project.It is a conclusion and inspiration from the analysis and research of BT project of Ceramic Culture Tourism Company.It also summarizes the whole research and provides a reference for other BT project investors or the construction of BT project. |
