Risk Analysis And Management Of WHGJ Project Based On BT Model

Build- Transfer Mode is conducive to a great amount of private capital entering into the construction of public facilities and infrastructure projects to relieve the enormous financial pressure on the local government. Meanwhile, it also provides a new way for private capital investment. In the long run, BT Mode for the local construction plays an important role under a reasonable control of local government financing risk. However, the risks are becoming bigger and bigger due to internal and external complexity of the environment together with widely utilized BT Mode in a great many fields. Once the risk outbreaks, it will lead the lack of government credit. The awareness and level of the risk control as well as many other corresponding issues in China have a considerably distance from the developed countries. Therefore, study on this topic is proved meaningful.This paper analyzes the risks of BT Mode Project from both theoretical and practical aspects on basis of the study on risk management and BT Mode in current system. Based on the project risk management theory and methods, combined with the status of BT Mode construction, this article proposes the significance of risk analysis on BT Mode project. Second, Chooses different BT Mode advantages and disadvantages depending on the project types. Third, Briefly Introduces BT Project of Wuhan International Extensive Centre(short for the WHGJ project ) , and analyzes the characteristics of its risk management. To identify the risk of the WHGJ project, to analyze relationship of risks, quantize, propose, and recommend the methods dealing with and controlling the risks. Last, To sum up the effects and deficiencies of risk management and propose recommendations.This article can set up a plan of risk management through the above analysis application as well as provide a relatively sufficient proof to WHGJ project. Moreover, the methodology applied in this article can also offer certain solutions to other projects.
