For nearly 40 years of reform and opening up,China has made remarkable achievements in its economic development.Data released by the WDI database of the World Bank show that in 2016 China's GDP was 11199.1 billion U.S.dollars and its per capita GDP was 812.3 billion U.S.dollars.It has entered the ranks of middle-income countries. However, along with the rapid economic development, the unreasonable pattern of income distribution in China, the low share of labor remuneration and the ever-decreasing proportion of residents' income have become increasingly prominent. As a result, the issue of unfair distribution of income has also drawn increasing attention. In this important period of strategic opportunities for development,it is imperative to resolve these contradictions in order to maintain moderate and rapid economic growth and realize the great rejuvenation of the Chinese nation.Mainly Based on the data from the flow statement in 1992-2015,from the initial distribution and redistribution stages, the article analyzes the income distribution structure in our country systematically and finds that the proportion of labor compensation in the initial distribution keeps decreasing,Household sector revenue share has been sluggish(that is,"the proportion of two" decline). After analyzing the income distribution structure of the household sector from urban, rural, urban and rural areas and various regions,we find that the income distribution gap still exists and shows an increasing trend. However, the unbalanced distribution pattern of national income has a great negative influence on consumption and investment. Then the essay uses the method of econometrics to analyze the reasons for the decline of the "two weights" in the initial distribution and redistribution, and draws the conclusion that there is "erosion" of labor remuneration in the primary distribution and Government-led fiscal and taxation policies have different effects over the two periods of 1992-2006 and 2007-2015 in the redistribution process. In the last chapter of the article, some policy suggestions and countermeasures are given based on the results of empirical analysis and the current situation of economic development. In the initial distribution, aiming at the continuous decline of labor remuneration,a proposal of "improving worker's own literacy, improving the normal wage growth of the enterprise and giving play to the market's own regulatory role" was put forward. In the redistribution, aiming at the declining income of the household sector,a strategy of “giving full play to the regulatory role of tax revenue, improve the social security system, accelerate the integration of urban and rural areas "was put forward.
