In recent years,the domestic economic growth rate has been accelerating and the per capita income level has been raised.At the present time of the continuous development of the national economy and society,urban gas,as a necessity for people's production and living,is more widely used in people's daily life.As a necessary component of city gas,gas utility facilities belong to the quasi-public product category.However,taking into account the government safety management of gas utilities has not been able to get the attention of Hangzhou municipal government,Hangzhou gas utilities government safety management after another,which to some extent,affect and limit the actual management of Hangzhou gas utilities effect.Combined with the development in recent years,a large-scale gas leakage occurred in Hangzhou in 2015,which greatly affected the personal safety and property losses of local residents.How to adapt to the needs of urban gas development in Hangzhou and strengthen the government safety management of gas utilities,which is the heavy difficulty of government safety management of Hangzhou gas utilities.In this paper,case analysis and comparative analysis are used to explain the status quo and enlightenment of government safety management of gas utilities at home and abroad,with a view to providing new opinions and references for the government safety management of gas utilities in Hangzhou.This paper example of Hangzhou.After combing the government safety management measures and status quo of Hangzhou city gas utilities,the main security risks in government safety management are summarized as follows: Change home gas facilities,gas pipeline vehicles rolling damage,destruction of third-party construction of gas underground pipelines and so on.Analysis of problems in government security management.By comparing the current situation of government safety management of gas utilities in foreign countries,the author compares foreign management experiences and draws lessons.It points out that the government should be the main body of gas utilities safety management for residents,and the government should promote cross-department joint gas pipeline safety management.The government should give full play to the cross-project coordination and managementfunctions.
