Nowadays, the industrial agglomeration has emerged around the world, which has led to a great deal of research by scholars including international trade, economic geography and industrial economics. And this studies believe that through industrial agglomeration,we can share sound infrastructure, cheap and efficient input factors, and the spillover effects of science and technology and institutional innovation, and creative a new economic momentum for regional economic growth.Japan,a country that attaches great importance to industrial agglomeration, after entering the 21st century, has proposed a series of bold industrial policies, including the "industrial cluster plan",in order to bring its economy out of a long-term downturn. However, from the perspective of the role of Japan's economic recovery, the effect is not obvious. So,what's the problem about that?Is industrial agglomeration not reaching the scale of agglomeration and not playing the proper effect?Or duing to the the difference in agglomeration degree, the effect of industrial agglomeration on regional economic growth is limited?Even the opposite? After the reform and opening up,China's regional economy developed rapidly, especially in growth pole areas such as the Yangtze River Delta and the Pearl River Delta, which has achieved outstanding results in economic development and has played an important role in the economic growth of the country. But,China' s economic development is entering a new stage now,and the "reducing the overcapacity and structural adjustment" is becoming the core of the major policies. Then, many issues such as the prevention of excessive concentration of industrial agglomerations are also infront of us.Therefore,it is necessary to study how to learn from the foreign countries's experiences, lessons, and avoiding detours.Japan,a developed country in Asia, whose process of the post-war economic development should become a "mirror" and give us enlightenment. So,I have chosen to study the economic problems in Japan, and looked forward to achieving the purpose of this study,in order to providing some suggestions for China's economic development and construction. This paper begins with a review of industrial agglomeration theory, economic growth theory, and makes some comments about related research literature. Then, the paper sorts out the intrinsic driving mechanism of Japan's industrial agglomeration and economic growth, and propose the research problem and goals.Secondly, the paper measures the leve of Japan's industrial agglomeration development from the spatio-temporal dimensionality, and defines the Japan's industrial agglomerations whether take place or not, even the degree of occurrence.By using the GIS technology platform,we describe the spatial pattern of Japan's regional economic growth at different time nodes and its evolution trend, and analyze the characteristics of Japan's industrial agglomeration impact on regional economic growth.Thirdly, this paper constructs the dynamic panel model of industrial agglomeration and regional economic growth in Japan, and carries out systematic GMM estimation and stability test to confirm the influence of industrial agglomeration on Japan's regional economic growth. Finally, based on the principle of industrial agglomeration externality,it reveals the internal logic of the influence of Japanese industrial agglomeration on regional economic growth. The main conclusions of the paper are following:(1)Japan' s industrail agglomeration is gradually deepening in time, but not completely random in the spatial distribution of geographies, even with obvious spatial dependence. And the high-high agglomeration and low-low agglomeration characteristics of industrial agglomeration in Japan are remarkable, and the regional industrial agglomeration levels increase with time;Beside, regional economic growth in Japan has significant spatial heterogeneity and "regional rotation";By analyzing the characteristics of the influence of Japan's industrial agglomeration on regional economic growth,we have found that there is a significant difference between the strength and direction, which is about the influence of Japan's industrial agglomeration level on regional economic growth.(2)The systematic GMM regression and robustness results of the dynamic panel model in Japan's industrial agglomeration and regional economic growth all show that:Japan's material production industry agglomeration has a congested effect on regional economic growth, but the agglomeration of non-material production and its subdivision industries such as Internet industry and knowledge service industry promote regional economic growth with a significant congested effect.(3)The positive externality of MAR,the negative externality of Jacobs and Porter in Japan, which reveals the inherent logic of the two-way effect of Japan's industrial agglomeration on economic growth under some phenomenons such as industrial agglomeration stimulates technological innovation in monopolistic industries, intensifies technology protection and competition among enterprises, and high-product replacement elastically competitive technology "hitch-hits" among enterprises.(4)Combining the reality of China's industrial and economic development, the paper proposes some enlightenments and suggestions such as creating an "echelon-type"industrial agglomeration spatial structure, preventing congested effects, accelerating the pace of supply-side structural reforms, improving the industrial competition mechanism, promoting industrial agglomeration and the integration of innovation and development, and forming a new economic growth momentum.
