Problems And Countermeasures Of Rural Land Circulation In Sichuan Province

The Nineteenth Congress proposed the strategy of rural revitalization.It is necessary to continue to deepen rural land reform,implement the second round of land contract extension policy,improve the system of “three-share separation” of contracted land,and promote the reform of rural land property rights.These all make the reform of land system a hot topic.topic.One of the important contents of the rural land system reform is how to promote rural land circulation in a more reasonable and standard manner.The adoption of reasonably standardized land circulation can promote the accelerated development of the rural economy,realize the progress of the agricultural industry,and thus increase the income of farmers.This paper uses field interviews,statistical analysis methods and other methods to analyze the status and characteristics of land circulation in Sichuan Province.By sorting out the overall situation of land circulation in Sichuan Province,the main problems in rural land circulation in Sichuan are: there are many disputes in rural land circulation,there are illegal acts of circulation,and the circulation procedures are not standardized.The full text uses economics related theories and the latest statistical data to analyze the causes of the problems in the process of circulation.The root causes are: the existing obstacles to the rural land property rights system,imperfect policies and legal systems,and imperfect social security systems;and the marketization of land circulation.Low levels,imperfect development of intermediary institutions,asymmetric information in circulation,blind pursuit of scale operations and financing difficulties for both parties;in the process of land transfer,the government's functions are inaccurately positioned,and the oversight and absence of government coexist.Based on the analysis of the reasons for the circulation of rural land in Sichuan Province,the paper proposes a solution to promote the transfer of land by standardization: the definition of clear ownership of land in rural areas is the main body,and the perfection of land rights determination in cities and counties in Sichuan Province is implemented.For rural social security,implement the rural minimum social security system,improve the endowment insurance and medical insurance system;in the aspect of land transfer market operation,strengthen the establishment of the earth flow market mechanism,and establish the county,town,and township at the same time.The land transfer intermediary agency promotes financial support and risk prevention in the process of land transfer.Finally,the government must perform three roles of “putting,managing,and serving” in the process of land transfer.
