Study On The Issue Of Endowment Insurance For Rural Five Guarantees In Gujiao City

As a vulnerable group,the rural five guarantee households have always been the focus of the government.Since the founding of the People's Republic of China,our government attaches great importance to the guarantee work of the five guarantees.With the aging society in China,the pension problem has become an important issue affecting economic and social development.Only by their own power can the five guarantees maintain the basic needs of life,and must rely on the government and social forces to maintain the old age.The five-guarantee system bears the important mission of guaranteeing the life of the rural residents,and the research on the pension security of the five guarantees is practical.This paper makes an in-depth study on the old-age security of the rural residents in the county of Gujiao,Shanxi Province.In Gujiao city and infirm rural old-age security work,the administrative department of the civil affairs bureau of the relevant data collection,to the field to cover the service agencies,nursing homes,finishing the Gujiao city and infirm old-age security documents and data,analyzes the policy support of infirm endowment.We conducted a field survey on five guarantees family,and learned the actual experience of the demand subject.This paper analyzes the relevant experiences of the elderly in the rural areas at home and abroad for comparison and reference.From the point of view of the supply and demand of the pension security of the five guarantees,the following series of problems are shown: the government's main responsibilities are too heavy,and the social forces are not fully functioning;The lack of understanding and neglect of the spiritual and cultural needs of the five guarantees,the social recognition of the five guarantees is low;The threshold of five guarantees is high,and there is a subjectivity,which makes it difficult to realize the guarantee.The implementation of the five guarantees is not in place and there is a lack thereof;The actual centralized support rate is not high,and the five guarantees are not willing to live in the nursing home and so on.There are many reasons for the poor effectiveness of the five guarantee households in Gujiao.The main reason is that the economy of Gujiao and Shanxi is in the period of adjustment,which makes the supply of funds insufficient;the understanding of the five insured households' old-age security is insufficient;the lack of attention to the spiritualdemand of the five households is lacking;the lack of capital input leads to the low quality of the service personnel and the poor service quality of the five insured owners;the government's main role is weak and relevant.Regulation is absent,social forces are limited and so on.Through interviews with five insured households,village cadres and Civil Affairs Bureau,we have to take a series of supporting measures to solve these problems.Including: on the premise of adhering to the responsibility of the government financial subject,actively introducing the social strength;with the development of the economy,the subsidy standard of the five insured households will be improved in time to meet the needs of the five insured households.On the basis of raising the investment,the spiritual needs of the five insured households are paid attention to and the relevant service personnel are trained accordingly.Improve the service quality,improve the proportion of centralized supply,improve the efficiency of the use of funds more effectively,so as to improve the satisfaction of five insured households;pay attention to the screening work of five insured households.On the basis of the report of the village committee,the last competent department should strengthen the verification work and deepen the foundation,and ensure that the five insured households can achieve the protection of the insured;strengthen the guarantee;strengthen the protection of the five insured households;Work evaluation to ensure that the contents of the five guarantees are implemented in a comprehensive and effective way,strengthen supervision and so on.As the old-age security of the five insured is a livelihood project with the nature of social welfare,the government should pay more attention to this aspect,promote the construction of a harmonious society,and add bricks and bricks for the new era of socialism with Chinese characteristics.
