Research On The Current Situation And Countermeasures Of The Guarantee Of Rural Five Guarantees

The system of rural five guarantees is the only stable and sustained social security system in China since its founding.Because of the particularity of its safeguard object and the comprehensiveness of the contents of the five guarantees,it is the responsibility of the rural five guarantees to support the work.It sustains the survival and basic life of the most disadvantaged groups in society.In this paper,we use the literature research method to summarize the research achievements of the existing five guarantees,and define the concept of five guarantees and the development history of the five guarantees system.Of xuzhou city in jiangsu province with research analysis of brass district of new town five guarantees present situation has carried on the thorough analysis,and concludes that there are some problems: the five guarantees policy implementation gap of five guarantees service specialization,diversification of five guarantees target can’t meet the demand,the government’s lack of care of supporting object.In view of the existing problems,and draw lessons from the beneficial experiences of other domestic areas of five guarantees,such as: linhai city,zhejiang province YongFeng Town five guarantees the practice of Shanghai baoshan county town of big five guarantees the practice of xinjiang total five guarantees the practice,puts forward the countermeasures of improving the five guarantees:highly recognize the importance of rural five guarantees work,continuously improve the effect of five guarantees policy implementation,set to the level of economic and social development to adapt to the five guarantees standard,constantly enhance the level of five guarantees service specialization,open access various raise five guarantees money,actively promote social organizations and relevant public service agencies involved in the five guarantees service and so on.,of course,this article also has shortcomings,rural five guarantees includes five basic content,namely,eat,wear,keep,medical,buried(orphans wang),however the author was not for supporting all aspects of content analysis.On the one hand,subject to the constraint of individual research,on the other hand is because in the actual operation of the existing conditions is difficult to ensure that every place can realize all supporting content.In addition,this article surveys the main object of supporting the old rural old-age home concentrated feed,to spread support although there are certain involved,but the system in-depth research work or not,this is also one weakness of this article and regret.
