Urban construction land is the carrier of human production,consumption and economic development.The efficiency of land use is an important basis for measuring the level of social economic development and sustainable land use.Therefore,improving the utilization efficiency of urban construction land and realizing the land use reduction become an important topic of attention of the scholars at present.Shanxi province is a large province of coal resources,as one of the most important energy production bases in the country,it provides a large amount of energy and raw materials for a long time.Under the background of rapid urbanization and industrialization,Shanxi's local economic development mainly relies on large-scale coal resources development and forms a single industrial structure dominated by coal chemical industry.The city construction land in the process of utilization of fast expansion,irrational structure,serious pollution,idled land and other inefficient use phenomenon,Traditional industrial land accounts for a large proportion of urban land and the traditional industrial structure transition exists insufficient power,high energy consumption,high pollution and low output,leading to urban construction land output efficiency is not high,the land use efficiency is low.In 2010,with the approval of the State Council,the state had set up Shanxi as the only pilot area for comprehensive reform of the resource based economic transformation.With the rapid development of economic transformation and urbanization process,not only the land demand is increasing,but also the rational layout of the land use space and the management and restoration of ecological environment.Therefore,this paper focuses on the change of land efficiency in the construction land of Shanxi Province in the context of comprehensive reform.First,this paper summarizes and combs the theory and research results about the efficiency of land use at home and abroad,and provides a theoretical basis for the empirical study of Shanxi province construction land use efficiency.Through the analysis of the social and economic situation in Shanxi and the present situation of the utilization of the construction land,it provides the basis for the selection of evaluation index of land use efficiency and efficiency analysis.Second,starting from the requirements of Shanxi's resource-based provinces and economic transformation,the evaluation index system of construction land utilization efficiency is constructed in three aspects: economy,society and ecology.It not only reflects the important influence of economic transformation and transformation on the efficiency of construction landutilization,but also reflects the importance of social and environmental protection,and provides a new idea for building an evaluation index system.Using the CCR model and BCC model of data envelopment analysis(DEA)to compare and analyze the economic efficiency,ecological efficiency and social efficiency of the construction land of Shanxi Province from 2010 to 2015,and doing Projection analysis for cities that are inefficient utilization of economic efficiency of construction land.On the basis of the city of Shanxi province construction land comprehensive utilization efficiency are compared and analyzed,Thus,an understanding of the utilization level of the construction land for local cities gets more multiple and comprehensive.Finally,it puts forward the policies and suggestions to improve the utilization efficiency of land use in prefecture-level cities in Shanxi Province.We will promote the intensive and economical use of urban land and sustainable development in Shanxi.
