Research On The Development Of Agricultural Insurance In Hebei Province

Since the implementation of China's new rural pension insurance system in 2009,the research on the new rural pension insurance has a relatively mature theoretical system,and continuously enriches and improves China's new rural pension insurance policy.However,with the implementation of the comprehensive second-child policy in New Year's Day in 2016,China's population and its structure,especially those affected by the traditional concept of fertility,will face major adjustments.At the same time,as the most directly benefited welfare policy in the social security system of peasant groups,the new rural pension insurance will have to be self-adjusted and improved.This paper takes Nanhe County of Hebei Province as an example to conduct an empirical research on the implementation of the new rural pension insurance and the impact of the comprehensive second-child policy on the new rural pension insurance.In this study,farmers were randomly selected within the scope of Nanhe County as the survey object,and interviews and questionnaires were used in combination to investigate the basic situation of the respondents,their knowledge and their satisfaction of the new rural pension insurance.The impact of the comprehensive second-child policy on new rural pension insurance was investigated and analyzed.This study finds that:for the new rural pension insurance policy,the implementation of the comprehensive second-child policy will increase the payment base and increase insurance fund savings to a certain extent,and promoting the intergenerational balance of pension funds;for farmers,the implementation of comprehensive second-child policy will also gradually increase family payment expenditures.Besides,family burdens will stimulate higher levels of peasant groups' demands for new rural pension insurance policies.In addition,the current new rural pension insurance policy in Nanhe County cannot meet the expectations of the peasant groups in the context of a comprehensive second child.Through investigation and analysis,under the background of a comprehensive second child,Nanhe County's new rural endowment insurance policy needs to make greater improvements and efforts in publicity and promotion,financial investment,system improvement,and operation management.At the end of the study,this paper puts forward some suggestions and expects to give a certain practical significance to the promotion and implementation of the new rural pension insurance policy in the context of a comprehensive second child.
