Research On Public-Private Cooperation Under The Threshold Of Public Service Innovation

Public service refers to the consumption of public goods and services provided by the government and the public sector or by a publicly authorized organization.The main body of the traditional supply of public service is the government.The so-called public and private cooperation refers to the cooperation model of the public sector and the private sector in the construction or operation of some public utility projects.The introduction of the private sector to the supply of public services has broken the pattern of government monopolizing the supply of public services,not only to solve the government's own inadequate supply capacity and to reduce service costs,and to meet the diversity of citizens' needs,but also to mobilize the public to participate in social governance and improve service performance.It's meaning.Public and private cooperation and innovation of public service supply in public transport,public health,education and other aspects of practice,public bicycle is an important case of public and private cooperation to supply public services.In recent years,public bicycles have developed rapidly at home and abroad,and many cities in the country have used public bicycles to meet the demand of short distance travel.Public bicycles include public bicycles and shared bicycles.From public bicycles to shared bicycles,it has experienced a development trend,that is,the government takes the lead in promoting the supply of public bicycle services,and the private sector has launched a shared bike to participate in the service supply.It can be said that the public-private partnership supply of public bicycle services reflects the innovation of public service supply.The functions of the government in the public and private cooperative supply service include rules making,industry supervision and infrastructure supporting.The performance scope covers three parts: cooperation subject,cooperation mode and cooperative relationship.The enterprise is not only the main body of the market,but also the social responsibility,not only to comply with the laws and regulations,to strengthen the internal management of the enterprises,but also to cooperate with the government to provide innovative ideas for the public service.On the basis of the exposition of the traditional supply of public service and the supply of public and private cooperation,this paper analyzes the realistic background,development situation and the relationship between public and private cooperation,and analyses the existing problems of the government's functions in public and private cooperation and the problems existing in the private sector in public and private cooperation.The supervision of the cooperation subject is not perfect,the choice of cooperation mode lacks diversity,the division of the relationship between the power and responsibility of the private sector is not clear,and the way to guide and educate the people's consumption mode is not enough.Call the same.As for the reasons,there is not only the lack of responsibility in the government,but also the failure of enterprises to perform their duties.How can we optimize public private partnerships to provide public bicycle services? From the perspective of the role of the government,it is necessary to improve the fairness and efficiency,coordinate the interests and public interests of the enterprise,implement the supervision to ensure the industry order and the security of the users;and the way to fulfill the power and responsibility of the enterprise should be carried out from four aspects: first,we should clarify the responsibility boundary,enhance the consciousness of service,and two The three is to standardize the self management and the foundation of firm cooperation.Four is to strengthen information docking and coordinate management.Although there are still many problems in public bicycle service,public transportation,as a supplement to public transportation,plays an important role in alleviating urban traffic congestion,reducing environmental pollution and building social multiparty participation.
