China is a country with a serious shortage of water resources.With a large population base,it has less water resources per capita and only accounts for 1/4 of the world's per capita share.Moreover,the rapid development of economy and urbanization has caused a certain degree of deterioration of water quality and serious water pollution in China.At present,China is in the transition period of reform and opening up and the turning period of social development.With the rapid development of the economic and urbanization,more and more regions in China are troubled by the two major problems:water resources shortage and water environmental pollution.The problem of water resources has aroused public concern.In recent years,China has continuously used various ways to strengthen the publicity of water resources protection,and has issued a series of policies to accelerate the marketization of the water industry.Generally speaking,the water industry is developing rapidly and has a good market prospect.But the water industry is also facing the environmental threat of increased competition.The traditional water supply enterprise is difficult to gain long-term advantages with the original development strategy.Under the new social trend,enterprises must fully grasp the new opportunities,constantly enhance the advantages of the enterprises and promote the strategic transformation of the company,so as to achieve sustainable survival.In this paper,JNQY Water Group Co.,Ltd.,a water enterprise in Jinan,is taken as the research object.JNQY water group,as a regional natural monopoly enterprise,it lacks market competition,it lacks systematic,continuous and complete corporate strategy and development planning.The improvement of people's material life has brought huge demand for water market,and also brought people's higher requirements for water quality.With the increasing opening degree of the market,the environmental competition of the water industry is becoming fiercer.Traditional enterprise has small scale,small business shares,they are difficult to exert their own scale effect.In the new situation,it is urgent to accelerate the strategic transformation in order to join the tide of the market reform.On the basis of careful study for the relevant literature at home and abroad,the author collected a large number of relevant intormation on the development environment of JNQY water group and water industry,analyzed the macro environment of the development of JNQY water group by using PEST analysis tools,analyzed the competition environment of the water industry by Potter five force model.The value chain is to analyze the five main value activities,namely,the development and construction of water source land,the production of raw water,the transportation,sales and service of the original water pipe network,and the two auxiliary value activities of organization construction and personnel management,so as to further clarify the internal and inferior advantages and disadvantages of the enterprise,so that we can make a good paving for the next step and the formulation of the group development strategy.The SWOT analysis tool is used to analyze and select the group development strategy,and draw the conclusion that the optimal strategy is SO growth strategy.According to the vision and target of the enterprise,it puts forward the "three step"strategy which is suitable for the future development of the enterprise.Then,according to the value chain of the enterprise,it puts forward specific strategic implementation measures,including speeding up the development of water head site,strengthening the protection of the water head site,improving the production capacity of the original water,building the new raw water supply network,and upgrading the construction of water conservancy project,exploring integrated operation mode of water affairs.Finally,the article listed the specific measures to ensure the smooth implementation of the strategic plan of JNQY water group.It includes perfecting the system,optimizing the organization structure,expanding the financing channels,strengthening the budget management,setting up a sense of security,planning the growth path of the staff,promoting the cultural construction and the information guarantee in an all-round way.They constitute the necessary conditions for the sustainable development of enterprise.Based on the theory of enterprise strategy,the research on the development strategy of JNQY water group not only provides the strategic choice for the enterprise management,but also provides reference for the small and medium water supply enterprises.In addition,the strategic choice of JNQY water group brings thinking to other state-owned enterprises.How to deal with the impact of private and foreign capital on state-owned capital is the key to the survival and development for enterprises.
