As a fair and equitable way of trading,bidding and tendering has been practiced in our country for nearly thirty years.In recent 20 years,the communications service industry has been developing rapidly.The prosperity of the industry and the mandatory implementation of the bidding and tendering system have led to increasingly fierce competition in the bidding and tendering market of the communications service industry in recent years.In the fierce market competition,the bidding market in communication service industry as a whole has three major problems: "strong subjectivity,badly targeted and low price."The domestic and foreign research on bidding decisions for a long history,but there are few researches on the bidding decision-making for the communication industry,some communications services enterprises lack the scientific bidding decisions and effective techniques during the bidding process,which is the main reason for the three major problems.This thesis uses SWOT analysis,linear programming and other theories to establish two decision models by analyzing the characteristics of communication service industry and the present situation of tendering and bidding,aiming at solving the three major problems of Enterprise's bidding decision.The first decision model is a bidding decision model based on SWOT matrix and linear programming,which mainly solves the two major problems of "strong subjectivity " and " badly targeted ".The purpose is to conclude by quantitative calculation whether to bid and what tactical bid to take.The process of model building is as follows: First,according to the current situation and characteristics of project contracting in industry and the SWOT analysis method,the bidding decision index system is established by linking the internal factors and SW,external factors and OT that affect the bidding.Secondly,on the basis of the decision index system,the four strategies of SO / ST / WO / WT are selected as the targets of decision calculation and the concept of "transportation model" commonly used in linear programming is introduced.Using the expert evaluation method,we first assign value to each factor,and in the SWOT matrix,respectively as "yield " and " sales ".And by pairwise analysis the correlation between the second level factors,according to the degree of definition of "cost" to form a complete SWOT matrix with specific values.Finally,taking the minimum value of total cost as the objective function,yield and sales value as the constraints,the relative value of the transportation plan and the transportation strategy in the four strategies is calculated as the basis for the strategy selection.The second decision-making model is bidding and pricing decision model for the standard price method,mainly to solve the problem of "low price ".The purpose is to get the best area for bidding quotation by quantitative calculation.The construction process of the model is as follows: Firstly,the thesis analyzes the methods of bid evaluation and quotation in the communication service industry,and analyzes the direct relevance between pricing strategy and bidding strategy.Secondly,The total number of bidders and the bidder's average quotation as the key variable to obtain the standard price formula.And determine the value range,the value range of continuous take values,respectively,the standard price and quotation deviation matrix,Then according to the quotation rules and the deviation,we get the quotation deduction matrix.Finally,using the "Simulation Table" in Excel to analyze the sensitivity of the two key variables,we get the revised deduction matrix.Associated with the deduction matrix and the pricing strategy determined by the bidding overall strategy,the project cost price,the thesis gives the final suggested bidding.T Company is a large-scale state-owned communications service enterprise with strong comprehensive strength.In this thesis,we analyze the present situation and existing problems of T Company's bidding.Taking an important bidding of T Company as an example,we apply two decision models to conduct qualitative and quantitative analysis and calculation to verify the practicability of the decision model.The results show that the two decision models studied in this thesis are practical and feasible,which play a certain role in improving and optimizing the bidding decisions of communication service enterprises.
