Study On The Application Of PPP Model In City Water Management

With the development of China's urbanization,the city population is dramatically increasing,causing serious impact on the city water environment.Phenomena including water pollution,water quality damage and the malodorous and black water body not only post great threat to people's physical and mental health,but also damage the image of the city,restricting the sustainable development of the city.It becomes the common wish of the masses to strengthen the management of urban water affairs and to create a clean and beautiful urban water environment.But on the other hand,after the economy has entered a new normal,the local government's fiscal revenue growth declines,and "steady growth and improved people's well-being" task has caused tremendous pressure to local finance,so it is needed to find a new model to solve the problem of city water governance.Since 2014,advocated by the State Council,the Ministry of Finance,the National Development and Reform Commission(NDRC)and other central organs,the public-private partnership(PPP)mode has been developing rapidly all over the country,bringing a new idea for city water governance.The PPP model has its great realistic significance in the transformation of government functions,the improvement of the efficiency and effectiveness of city water governance,and the fulfillment of the people's demand for clean water.On the basis of a large number of reference materials,this paper uses the integrated methods of theoretical research and case study to analyze the application of PPP model in urban water affairs management industry.The full text is divided into six chapters.The first chapter is the introduction giving the research background and its significance,the literature review and the research ideas and methods.The second chapter sets the theoretical foundation for the applying PPP model in the city water treatment industry from three aspects:the theory of public goods,the Project differentiation theory and related theories of PPP model.The third chapter analyzes the necessity and the feasibility of applying PPP model in the city water treatment industry.The fourth chapter introduces the patterns and the experiences of the water governance in Britain and the United States,two of the developed capitalist countries,and then analyzes their significance for China's city water governance.The fifth chapter takes the PPP model-based water treatment project in City A as an example,from four aspects of its basic situation,the social capital of financial calculation,its difficulties and solutions and its successful experience,expounds the practical application of the PPP model in the City A's water governance.Meanwhile,this chapter summarizes the innovation and successful experiences from the project.The sixth chapter shows the conclusion of the whole essay and puts forward the prospect of improving the urban water management industry with the application of PPP model.
