Rural minimum living security system is on the annual personal income is lower than the minimum living standard of the poor rural residents,implement a system of regular balance subsidy according to the minimum standard of living,plays an important role in promoting social justice and stability.The rural minimum living security system as a pursuit of social justice system,only the contents of the design and operation of all follow the principle of fairness,fairness,can achieve operating results and its goal of institutional arrangements,whether the current rural minimum living security system in Gansu province has reached the starting point,the process and results of the fair,is the main content of this thesis.This paper uses survey data of basic living consumption of rural residents in Gansu province and the data from 16 different counties of rural households 896 minimum system operation status,fairness of Gansu province for the implementation of the content design,the rural minimum living security system implementation process and results.This paper is divided into six parts: the first part is the research background,research significance and literature review;the second part is the theory of equality of rural minimum living security system;the third part use ELES model to analyze the minimum standard of 2011-2014 in Gansu province from the vertical angle,analysis of Gansu province in 2014 14 city fairness standard from the horizontal angle;the fourth part of the questionnaire to explore the existing operation of the rural minimum living security system in Gansu province based on the problems of using ordered multi valued Logistic model to analyze the fairness of the implementation process of the rural minimum living security system in Gansu province;the fifth part of the empirical survey data based on the fairness of the use of binary Logistic model to analyze the implementation results of rural minimum living security system in Gansu province;summed up the conclusion of the study,and puts forward related suggestions.The main conclusions of this research are: First,Gansu province rural minimum living standard is low,can not fully protect the poor residents of food,clothing and housing consumption demand,can not meet the residents needs of their own development standards;the minimum standard level of the 14 city(state)in Gansu province is unequal,exist large differences;the ratio of the annual personal income of farmers and the minimum living standard is generally low.Second,the evaluation of the equity about the implementation process of the rural subsistence allowances system from the sample farmers is low,there are many favor security,the relationship between insurance and other inequities in the implementation,the grass-roots government guaranteeing policies propaganda is not enough.Third,the implementation of the policy results have certain fairness,but the policy can not aim at many poor families of chronic disease,poor families caused by disease and school effectively,the implementation of the rural minimum living security system is the result of unfair.Based on the conclusions of empirical research and field investigation,this paper puts forward the suggestions of establishing a reasonable standard of subsistence allowances,the process of standardizing the operation of the system,and targeting of the minimum guarantee object effectively.
