Study On The Application Of PPP Model In The Construction Of Infrastructure Projects In Minqin County

The PPP model is a model for building and operating infrastructure projects through cooperation between government departments and social capital.With the development and progress of the society,the process of urbanization is accelerated,and the speed of infrastructure construction can not meet the needs of the current public.The single investment mode based on the government alone can not meet the demand of infrastructure construction.Coupled with huge investment in infrastructure construction,construction period is longer,slower return on investment,infrastructure investment and financing model and the reform of management mode to become an urgent problem to be solved.In this context,since 2014,the state strongly advocated PPP model and is widely used.This paper starts from the definition,classification,operational advantages and scope of the PPP model,applies the PPP model to the advantage and operation of the infrastructure project construction,and analyzes and compares the PPP model and the BOT and TOT financing models through comprehensive literature review.The application environment,application requirements,application advantages and existing problems of various models are analyzed,which lays a solid theoretical foundation for the study of the whole paper.Based on the background of Minqin County,this paper analyzes the current economic and financial conditions of Minqin County,and analyzes the financing situation and the financing platform of the county in the current infrastructure projects,and finds out the current situation of the county The problems existing in the financing of infrastructure projects and the reasons for the existence of the problems.Finally,through examples,it is concluded that the PPP model can be applied in infrastructure construction in Minqin county by analyzing the selection and application of the financing mode of typical foreign and domestic infrastructure construction.
