The Research Of The Development Of The Urban Public Utilities In Northeast China

With the scientific and technological progress and economic development,China's urbanization process accelerating,a growing number of urban population put forward more higher request to urban public utilities.Urban public utilities,the basis of urban economic and social development,is an important engine of traction of stable growth of regional economy,which has the property of the public welfare and profit-making.Its mode of operation is different from the general market economic subject.Due to long-term public utilities in our country under the planned economic system of the government's direct management and control,enterprises related to urban public utilities relying on resources and market monopoly has problem about low efficiency and low corporate business performance,while receive government subsidies.After entering the "new normal",economic development in northeast China slowed significantly,economic structure rationality is not so reasonable with industrial structure upgrade at a slower pace and the development of urban public utilities lagging.Under the background of reform on the supply side,the sustainable development of economy in northeast China should solve the urban infrastructure and the lag of the construction of urban public utilities through solving the excess capacity,complementing infrastructure construction,China's urbanization level is closely related with the supply level of public utilities.After entering the "new normal" of economic development,compared with traditional traction like investment and exports,the role of increased spending on economic growth has become more important.At the same time,the advancement of urbanization also must have urban utilities provide auxiliary projects to support and guarantee.Upgrading of existing urban citizens and the satisfaction of the service consumption,also cannot leave the the indispensable basic condition which provided by city public utilities.Northeast city public utilities investment can not only alleviate utilities supply shortages in the process of urbanization and city upgrading of contradictions,but also can expand the social demand and boost economic growth.Through analyzing the development of present situation of urban public utilities in northeast China,this paper dissect the concrete problems existing in current urban utilities.Moreover on the basis of regional GDP data from 2004 to 2015 in Liaoning province and the related data of urban public utilities,this paper verify the pulling effect on economic growth from development of urban public utilities with empirical analysis.Based on the experience of the urban public utilities development at home and abroad,combining the reality of the situation in northeast China,the development of urban public utilities must continue reform in government regulation mechanism,system,institution,innovate investment and financing system,accelerate the development of urban public utilities in northeast China.These will fundamentally change the northeast cities,simultaneously stimulate the stable economic growth in northeast China.
