Research On Operating Performance Evaluation Of Business Incubator For SMEs In Hebei

There is a review about Business Incubator and related theory,which elaborates basic connotation and theoretical basis of Business Incubator.Secondly,there is a description of the current development of SME Business Incubator in Hebei Province,focusing on combed through the development operating process of the Business Incubator.Third,based on the related requirements of the fuzzy comprehensive evaluation method,I build 4 first level and 19 second level indicators to evaluate the operating performance of the 10 SME Business Incubators in Hebei Province.The first level indicators are the management effectiveness,the allocation of resources,the enterprises efficiency and the operational capability of Business Incubator.Fourth,I use the DEA analysis method and choose three input indicators and two output indicators to evaluate the operating performance of SME Business Incubators in Hebei Province.The indicators are the number of functional departments,the effective area of space and the quality of service,the net profit and the number of enterprises with graduation.Finally,I sort the results of the evaluation,identify problems and suggest improvements.In this paper,there are two different evaluation methods to evaluate 10 similar SME Business Incubators.On one hand,it can test objective accuracy of the two evaluation methods.On the other hand,it can help to know which SME Business Incubator operates simultaneously effective and which is individually effective through the results.Then we can find out the problems,analyze the reasons and make suggestions through the different results.The results of this study can radically improve SME Business Incubators'operational performance and counsell more SMEs to adapt to the development needs of the society.At last,I hope that this study can provide insights which can help SME Business Incubators operate smoothly in the future.
