China Risk Oriented Solvency System is China's second-generation solvency regulatory system,which was proposed by the China Insurance Regulatory Commission in 2012 and was formally implemented in 2016.China Risk Oriented Solvency System is also called C-ROSS.An insurance company is a company that manages risks.For insurance companies,it has a first income and a subsequent expenditure.In order to ensure that the risk occurs,the insurance company has sufficient capacity and funds to pay the applicant.In 2003,the CIRC established China's first-generation solvency regulatory standards.With the development of the industry,the first-generation cannot meet the comprehensive supervision of the risks of insurance companies.Under this background,the China Insurance Regulatory Commission has introduced a risk-oriented second-generation supervision system..It is guided by risks and controls various risks in the operating activities of insurance companies.For each insurance company,it is required to submit the solvency report and various data to the China Insurance Regulatory Commission on a quarterly basis in accordance with the requirements of the CIRC.The system implemented in this paper is used for the reporting and reporting of insurance companies' solvency reports and reports.Tagetik is an enterprise performance management software product developed and designed by Tagetik company.It is widely used in financial consolidation and budgeting.Tagetik is a process-driven product that is deeply integrated with Excel and has a good user experience in data reporting and presentation systems.The filing system described in this article will be designed and implemented based on Tagetik.The design of C-ROSS reporting system was mainly designed to meet the needs of insurance companies reporting to the CIRC.This article first introduced the regulatory requirements and framework of the second generation of compensation and introduced the key indicators of the second generation of compensation.On this basis,the system requirements are analyzed and the functional requirements and non-functional requirements to be achieved are sorted out.After combing out the system requirements,we first introduced the products used and involved in the system,and then designed the system's physical architecture,logical architecture,and functional architecture.The architecture design supports functional requirements and non-functional requirements.At the physical architecture level,the system is divided into the database layer,application layer,and user layer,and each level of deployment and high availability solutions are given;at the logical architecture level,the main analysis and Design the framework design of various user functions.Next,introduce the process design and implementation of the system.The reporting process is an important module that guides the user to complete the reporting work.It can link the operations that different users need to perform in the system,System users in different departments can work together to complete the reporting work more efficiently within the system.The process module is a standard function of the Tagetik product,but it needs to be configured according to specific requirements scenarios.The process chapter mainly describes the features of the process module in the system and the process of filling the report to be implemented in the system.Next,we describe the main technical aspects of C-ROSS,the data interface with the financial system.In the 62 statements of asset and liability data that need to be submitted for supervision and reporting,some of the data can be directly obtained from the financial system.This part of the data is implemented by means of system docking,which can greatly reduce the workload of reporting users and improve reporting work efficiency and improve data accuracy.The data from financial access includes balance sheet,account balance sheet,pending claims preparation sheet and so on.The logic of the data interface part includes the data access method,data processing logic,and scheduling implementation.The main logic of data processing is implemented using the PLSQL language of the Oracle database.The system scheduling part is implemented using the ODI tool of Oracle Corporation.The chapter gives a detailed introduction to this part.The last part describes the authority control in the system,the scheme of system backup,and the backup script.The data submitted for C-ROSS includes important and sensitive data such as financial data,investment data,and asset data of an insurance company.These data are entered or accessed by users of different departments,and data security is From the perspective of consideration,it is necessary to have a complete permission control scheme in the system to ensure that the corresponding user can only perform the functions that are allowed to be performed,and only the data that is allowed to be viewed can be viewed.From another aspect,the system needs a perfect backup mechanism to deal with system crashes,server crashes,and other situations under various conditions,so as to ensure that the system and data can be recovered in various situations.After the analysis,the paper gives the backup scheme selected by the system and the specific script implementation.In the end,this paper reviews the design and implementation of the second generation reporting system and looks forward to the further expansion of the system.To sum up,from the perspective of regulatory requirements,the goal is to solve the actual problems in insurance reporting by insurance companies,based on mature products,and finally realize the second-generation payment reporting system.
