With the development of 5G research,heterogeneous network convergence is an inevitable trend to meet the complex and diverse communication service needs of mobile terminals.Due to the transition of the terminal which is from single mode to multimode,the terminal can access multiple types of networks at the same time,making network selection more complicatedly.In the hot-spot high-capacity area,network resources are scarce.It is difficult to guarantee the quality of experience.Therefore,the method to select the target network and allocation the flows rationally becomes an urgent problem in the heterogeneous network environments.This paper mainly studies the problem of flows allocation in the process of handoff of mobile terminals.Firstly,a network selection algorithm is based on QoE because single terminal handoff is proposed.The terminal motion trajectory is predicted and the candidate network is determined by the received signal strength and the mobile terminal acceleration.The analytic hierarchy process method is used to determine the subjective weight of the network selection according to different flows characteristics.The candidate network state parameters are monitored,and the entropy method is used to determine the objective weight of the network selection.A multi-attribute function model is established by combining the current network state,the predicted terminal motion trajectory,and the flow type.The targeted network is selected by technique for order preference by similarity to an ideal solution method.Secondly,in the scenario where the terminals are dense and the network resources are scarce,the random motion of the terminal causes multiple terminals in the network to execute network handoff at the same time.In order to guarantee the continuity network services of high-priority flows,an automatic flows allocation mechanism for large-scale terminals concurrent handoff is proposed.The SVM-based flow type classification method is used to classify the flows of the handoff terminals.By preferentially depriving the network resources of low-priority handoff flows,proportionally compressing the network resources of the low-priority elastic flows and proactively preempting the network resources of low-priority inelastic flows,adaptively adjusting the amount of reserve resources ensure the continuity of network services for high priority handoff flows.Finally,the experimental results show that the proposed algorithm can effectively reduce the network handoff delay of high-priority handoff flows,ensure the quality of experience of high-priority flows,and ensure network fairness to a certain extent.However,in the future,further research is needed to improve the network access rate of low-priority flows,reduce the waste rate of reserved resources,and achieve global control of network resources.
