Financial Index Management System Research And Development

With the deepening of financial reform,great progress has been made in the construction of "Jincai project" in recent years."Jincai project" is a system which has framework with budget management as the source,index management as the bridge,and treasury revenue and expenditure management as the final implementation.The system framework has been gradually applied in central and local financial departments.It provides strong technical support for the smooth progress of fiscal reform and the strengthening of fiscal management.However,there are still many problems in index management work and information system.For example,the overall business process is not very smooth,the budget connectors and execution connectors are inconsistent,the business process automation is not high,and the information is not highly concentrated.Financial index management is to integrate the financial index work of departments,units and districts into the whole process of budget allocation.It is the end of budget compilation and before the implementation of the budget.At present,Beijing municipal bureau of finance has established a relatively complete budget management system and treasury centralized payment system.But the index management system construction relative lag.It was become short slab of the finance big system performance and security.Beijing municipal bureau of finance urgently needs to research and develop a set of financial index management system in line with the local characteristics of Beijing to provide technical support and guarantee for the financial reform.This paper is mainly based on the JAVA language environment,in line with the national "Jincai project" financial informatization reform requirements and local characteristics of Beijing financial index management system.The main implementation ideas is:(1)fully support the Financial Application Support Platform;(2)cover all links of Beijing financial index business,grasp the business context,and strive for no conflict between business relevance and authority independence;(3)the index business is mainly automatically processed by the system and supplemented by manual audit;(4)obtain data from the budget system,output data to the payment system and ensure system independence;(5)use the system framework with low coupling to ensure the portability and reusability of the system.
