Cloud Sim has produced meaningful simulation results for various application platforms over the years. However,it has not been effectively analyzed in evolving Cloud Computing services such as Next Generation Platform-as-a-service(NGPaa S).Therefore,in this research two provisioning policies were chosen and a design was implemented to evaluate virtual machine performances against various resource allocations using the Short Job First(SJF)algorithm. The experimental results show that:(1)load balancing and task scheduling using the SJF algorithm produces a maximum execution time which is less that 90 s,proving the efficiency of this algorithm especially when fully utilizing cloud resources;(2)jobs are queued with the smallest execution time being given higher priority and placed first. Then jobs with the longest execution time are placed last and given the lowest priority. In reference to the above Load balancing is done to ensure all tasks are performed efficiently to minimize overheads.
