D2D communication directly transmits data between two or more local mobile terminals. It does not require base station intervention or only need a small amount of signaling is transmitted by the base station, which can improve the capacity of the mobile communication network, but D2 D communication will share spectrum resources with the base station. Therefore,if the radio resource management(RRM)is not performed on the D2 D communication, the original cellular communication user will be interfered, and the communication rate and the quality of service of the cellular user are reduced. In order to solve the problems of D2 D hybrid network systems, this paper will study the key issues in RRM which includes resource allocation, mode selection and power control. As a result, the interference which excited in hybrid network will be decreased;the spectrum utilization and throughput of the system will be further promoted, the quality of service for cellular users will be guaranteed.Reusing multiplexed cellular networks for D2 D communication will cause insufficient resource utilization and interference.A radio resource allocation strategy with constraints is proposed in this paper.By using the fitness function constructed by the penalty function transforms the constrained optimization problem into a non-constrained optimization problem. Finally, the bird group algorithm is used to solve this optimization problem, and the optimal radio resource allocation scheme is obtained. After obtaining the optimal resource allocation and mode selection scheme,a speed limit power control optimization strategy based on greedy algorithm is proposed. The algorithm sets priority for cellular users and sets maximum rate limits for all users to guarantee the fairness of the user. The optimal power allocation scheme is obtained by solving this problem. On the basic of guarantee the fairness of the user, this scheme suppresses the interference which is caused by D2 D users, and ensures the QoS of basic cellular users. The simulation results show that the joint resource allocation and mode selection scheme based on the bird group algorithm improves the system throughput by 6.4% compared with the standard particle swarm optimization algorithm when the minimum demand rate is less than 2100 Kbps. The rate limit power control strategy can reduce the cellular user interruption rate.To ensure the communication rate of cellular users, while improving the system and rate and the communication experience of basic cellular users.
