With the rapid development of the Internet,it requires higher quality for the network, while the current network structure loaded by special hardware has become increasingly unsuited to the current network development of telecommunication operators with the problems of complex equipment, difficulty of sharing resources, poor flexibility, long development cycle, and higher capital spending. In order to reduce the cost of development, shorten the development cycle, and set up a new path for expanding the network dynamically, the telecommunication operators put forward the solution of network function virtualization(NFV).The main idea of NFV is to decouple the network function and proprietary hardware, and arrange it as pure software deployed in universal equipment to realize the automatic deployment, dynamic expansion, and resource recovery after the destruction of the network function. At present, the management of virtualized network functions(VNF)is lack of standardized plan.In this paper, the researches of the management of virtualized network function and the analyses of the functions of NFV framework and virtualized network function manager(VNFM)is carried out.Among these, three functions of the VNF designer, the management of VNF package, and the management of VNF instance are mainly expounded.Secondly, the framework of VNFM is designed though implement the VNF designer based on the standard of TOSCA,and the life cycle module of VNF based on task flow.In the end,a Policy and Charging Rules Function(PCRF)is used to build a VNF package which is for VNF's instantiation;and the instance's whole life cycle and the scaling based on polices are examined.
