Further more,it may be a great potential damage to the country.As a important armed force to defend national security and to maintain social stability,People's Armed Police must study on the regularity and characteristics of the mass disturbance and take various effective measures to prevent and disposal of mass disturbance,to ensure national security and social stability and to let people live and work in peace and contentment.From the perspective of armed police forces to participate in the disposal of mass disturbance,this paper discuss situation that the existing emergency communication system is difficult to meet the demand of forces in the process of treatment-emergent event.Through the study of armed police forces of the existing emergency communication system,Considering the fact that the existing spectrum is utilized extremly uneven,we proposed a scheme,based on dynamic spectrum access(DSA),that use idle spectrum resource opportunely in the scene of treatment-emergent event.We focus on building a treatment-emergent event communication scheme in city which is based on DSA.And the demand and feasibility of the proposed scheme is deeply analyzed.We later make a deep analysis and comparation of MAC protocols.As meeting the requirements of handling emergency-events by People's Armed Police,a CSMA/CA protocol with RTS/CTS+ACK handshake sub-protocol is applied to ensure that the communication throughput is maximum as possible and the quality of communication is robustness and reliable.Aiming to solve the challenge of the existing DSA scheme,our another main work of this paper is that use Q-learning,one kind of Reinforcement Learning algorithm,to optimize the whole DSA process,Implementation and simulation,hopefully resulting in improvement of spectrum utilization.
