Design And Realization Of Flood Control Data Management System In Fujian Province

Due to special geographical location and climate conditions,Fujian Province often suffer from typhoons,rainstorms,floods,mountain torrents and drought disasters.In 2003,Fujian flood control command and decision-making information support system was built by Fujian Provincial People's Government Flood Control and Drought Relief Headquarters Office.Since the system has been put into operation,it has played an important role in the flood control work in Fujian Province.But with the increasing number of data types involved in flood control in each department,data shows explosive growth.The existing flood control data management mode in Fujian Province can not meet the reality needs.It is critical to redesign the original flood control data management platform to meet the demands of flood control data management in the new period.First of all,various demands of existing flood control data and data feature in Fujian Province were summarized and analyzed;then,basing on the understanding of existing flood control data,it's necessary to integrate flood data from province,city,county,village,Internet,and multi-department flood control data(meteorological bureau,hydrographic office,Oceanic Administration,Land and Resources Bureau,etc.);Finally,the relevant monitoring and management techniques of collection,transmission and storage of various types of data were studied for realizing data monitoring and management functions.The main contents of the thesis are as followings:1.A standardized database standard that meets the requirements of flood control information in Fujian Province was built,which provides a basis for building a standardized provincial flood control database and it also provides a reference for the construction of flood control information in cities and counties.2.A data collection platform was built to collect flood data from the province,cities and counties,Internet-related data,large reservoir and other departments.3.A data management platform was built for monitoring and warning various types of collection services,pooling services,hardware and software Equipment,network equipment,data reporting,data quality,which also provides data maintenance functions to protect the integrity,timeliness and accuracy of the data obtained.A series of tests were made on the system,to ensure that the system could be practical,reliable and stable.The completion of the system construction,can break the information island,and achieve integration,sharing and unified management of multi-source heterogeneous data.Also,it can realize real-time monitoring and warning of data collection,abnormal condition,providing reliable data for flood control decision in Fujian Province.
