With the rapid development of China's economy,the degree of modernization is more and more high,the range of people's activities will be extended,all kinds of public emergencies occur frequently,to the local government's emergency command put forward higher requirements.Sudden public events refer to emergency events that have caused or may cause significant casualties,environmental pollution and huge economic losses in the event of unexpected circumstances.Guiyang City,as the central city of Guizhou Province,is a multi-ethnic gathering area,the government's emergency command requires special attention.Therefore,a unified,dynamic allocation of resources and timely response to the emergency response system is essential.Considering traditional emergency command system client application is not strong,take the popular three layer C / s system structure,also is the so-called client /server mode,through the model of the rational allocation of tasks to the client side and server side,this model can in view of the problems existing in the Guiyang City people's government at the county level emergency command,to solve the response speed of defects,effectively reduce the overall system cost,and from the level of client needs to carry out the management and more in combination with actual of Guiyang city and County People's government.Client and server program in the application of the data can be accurate management,accurate data sharing and accurate concurrency control,and so on.This paper intends to design and implement a county level people's government emergency command system in Guiyang,in order to improve the people's government at the county level for the emergency response to the risk prevention,emergency command and post placement ability.The main work of this paper includes the following points: Firstly,this paper introduces the construction background and significance of Guiyang City,a people's government at the county level emergency command system design and analysis system,and the issues associated with the application situation and research status are introduced,planning to do the work,and expounds the design target in my main work and paper.Secondly,this paper makes a detailed analysis of the requirements of the system,including business requirements analysis,functional requirements analysis,non functional requirements analysis anddata demand analysis.Again,according to the needs of users,the detailed design of the overall design and the function modules of the system,including emergency management,emergency call management,leadership management,duty management,system management,and other functional modules.The activity diagram of function structure package,class diagram,sequence diagram and process flow are given.Using entity class diagram,database table structure and E-R diagram for database design.Then,this paper describes the system development methods,modeling techniques and tools as well as the related database technology.Finally,this paper shows the implementation and testing of the system,the test results show that the design system to meet the basic functional requirements and performance requirements.
