In order to protect the world's cultural and natural heritage,UNESCO formally adopted the "Convention of protecting the World Cultural and Natural Heritage." at the seventeenth Conference on November 16,1972,and established world Heritage Committee and a "World Heritage List." on November 1976.People's Republic of China joined the "Convention of protecting the World Cultural and Natural Heritage" on December 12,1985,and elected as a member of the World Heritage Committee on October 29,1999.Until now,China has three natural and cultural sites and natural landscapes are included in the "World Heritage List",which includes 27 cultural heritage,nine natural heritage,four cultural landscape,a natural landscape,cultural and natural 4 dual heritage.Until 2011,"World Heritage List" recorded 936 places all over the world.Nature transformed by humanity,the differences of regional culture,and the diversity of scene environment and the biosphere jointly determine the complexity of the monitoring of the natural and cultural heritage,disaster warning and research of protection.so it's need to utilize the remote sensing and geo-information technology to find a breakthrough in the interdisciplinary and complete the study of cutting-edge technology for earth observation,such as global change,disaster assessment and so on.Virtual Geographical Environment is a new generation geographical information systems,it is created through the management and model of the multi-source heterogeneous data.It enables to reproduce the real three-dimensional scene of the experimental area and the simulation and evaluation of the earth science processing,then provide expert decision-making digital models of natural and cultural heritage.Digitization of cultural heritage resources is that digitizing recording of cultural heritage resources using digital techniques(such as photography,scanning,etc.)and recovering and reappearing the content of heritage resources through simulation,fabrication and reconstruction to form digital information resources that take digitized text,graphics,images,audio,video,two-dimensional or three-dimensional models as the carrier,then store and manage it through multimedia database technology and spread it using of internet technology.It is in urgent need of protection methods and theories,in order to scientifically managing natural and cultural heritage more comprehensive,integrated and quantitative and comprehensive monitoring of natural and cultural heritage more rational and comprehensive.DOA(Data Oriented Architecture)is a model of system architecture,it take data as the core,It take identifies as the main line,it exchange standard with data through data registration mechanism based on XML to implement the sharing and exchanging of data between multiple systems.the function based on DOA,such as information gathering,aggregation service and so on,It can effectively organize and manage vast amounts data of distributed network environment,and provides the theoretical basis for the publishing and sharing of data in the model of three-dimensional and simulation of disaster.G/S as a new and oriented to the masse's network service model of spatial information,it draws on the advantages of C/S and B/S to provides a new solution for the describing,organization,management and presentation of multi-spatial information that is massive and heterogeneous.G/S,taking data as the core,gather information on the service cloud of spatial information and dynamically aggregate service on the client through a working mechanism called "Request-Aggregation-Service",to provide services of spatial information to the public,such as emergency relief and digital tourism.Most of the data in the model of three-dimensional and simulation of disaster have the characteristics of spatial data,Combined with G/S and the model of three-dimensional and simulation of disaster can effectively solve the problem of the management and expression of mass data in the information management systems of three-dimensional and simulation of disaster.This paper describes the urgent need of protection of heritage and the application of technology of spatial information in the model of three-dimensional and simulation of disaster.Clearing management model in the model of three-dimensional and simulation of disaster based on the analysis of the data of the flooding simulation.It uses DOA and G/S in the data management of the model of three-dimensional and disaster Simulation.It have a detailed study of the disaster Simulation based on DOA and G/S,it,taking use of the WMS service of OGC standards,developed a unified specification of data's exchange through HGML.This paper established a framework based on combination of DOA and G/S in the three-dimensional simulations of disaster.The main research findings are as follows:(1)The paper designed and implemented a simple prototype system of flooding Simulation based on the geographic coordinate system.The traditional flooding model based on Cartesian coordinate system is introduced into a three-dimensional GIS platform based on the ground coordinate system,It is not only more intuitive to show the real situation of the experimental area,and the data can easily be independent,because the underlying data is based on three-dimensional GIS platform,The system relies on the data effectively reduced,so that system can be achieved by using any of the resolution data.It increases the versatility of the system.(2)The paper designs and implements an OGC-compliant data exchange specification.The paper combines G/S and DOA,and has analysis of the WMS service which is in line with OGC standards,and respectively designs the data storage format on the client and server,and takes HGML as carriers of data exchange,and under DOA framework achieves a data exchange standard system which is fully compliant with OGC standards to provide support from the data for the flooding model system.(3)The paper designs and implements a lightweight static data registration center.For flooding model system that architecture on the digital earth platform of World Wind,because of the need for large amounts DEM data and map layers data,the paper implements a data registration center dedicated to the platform for unified management of data.
