Along with the rise of Internet applications, the rapid development of information and communication technology, information and communication services,as well as the combination of mobile communications and the Internet,a large number of new businesses has emerged. The data traffic in the network is explosively growing as well as user's demand for network resources. The user terminals and the network will have increasingly heavy load.Hence, the conventional TCP protocol cannot satisfy user s' demand of acquiring network resources in parallel.Multi-path TCP(MPTCP)can provide the network with multi-path transmission scheme, effectively meet the demand for parallel access to network resources, enhance the resilience of the network, improve the utilization of network resources and effectively solve the problem of seamless handover. This paper first introduces the development and research results of MPTCP and the supports for MPTCP in the International Organizations for Standardization, followed by the relevant outcomes of MPTCP on mobility and congestion control aspects. Then it gives an analysis of the problems in fairness and efficiency of network mobility in MPTCP.Based on the consideration of the problems existing in the mobile environment, the paper proposes and designs an MPTCP congestion management mechanism in mobile environment, including a congestion balancing algorithm and a dynamic threshold-based congestion control algorithm in mobile environment. The paper also implements and tests the performance of the algorithms based on the Linux system in NS-3 simulation environment, summarizes and evaluates the test results in various scenarios. The test results show that the two algorithms have achieved good stability and efficiency, enhance the users' experience when switching paths and meet the fairness requirements of the network in certain scenarios.
