With the development of digital media technology,the infomationalizing of pulbishing resources will determine,to a great degree,the vitality,survival and growth of publishers.Especially for publishers of fine arts,who posess and need large amounts of pictorial resources,howtopromote the management and informationalization of these resources has become a major problem calling for resolution and also become the groundwork for the transition of publishers from a traditional one to a digitalized one.Publishers of fine arts,against a backdrop of booming digital publishing techniques,of a need to transform into an all-media institution and of a society ushering into a "read-with-pictures era",face an urgent task of constructing an all-media platform for pictorial resources.With the above task as its major concern,this article proposes to establish a unified management system of pictorial resources.This new system can serve the traditional publishing activities,facilitate digital publishing,get connected with the internet given sufficient software and hardware and the contextual support,and fulfill a wide-rage sharing of pictorial resources,which can help display the ancient and modern cultures of home and abroad.This paper takes the author in the development of the publisher picture resource management system,and expounds the development process and basic method of the publisher picture resource management system..Firstly from the background of Hunan Fine Arts Publishing House Construction of media image resource management platform of analyzed the significance of the research topic,summarized the domestic and foreign related picture resource management system construction,image recognition algorithm research and development status,and points out the research and innovation point of this article,research ideas and methods.Secondly,a comprehensive analysis of the construction of Hunan Fine Arts Publishing House for the whole media published pictures of the resources management system related technologies,including based on the picture of the text retrieval technology based on image recognition algorithm of K-means clustering,c-means clustering,SSH technology,J2 EE technology.Again,in Hunan Fine Arts Publishing House for all media published pictures of the resources management system were specific needs analysis,especially analyses the search function in the algorithm improvement needs.In addition,this picture resources management system of Hunan Fine Arts Publishing House for all media publishing architecture design,module design and functional design,emphasizes the image similarity C mean fuzzy clustering analysis algorithm based on the lack of existing,one is clustering object need to pre specify number of ancestors clustering center,two is not appropriate when the initial clustering center position,algorithm is easy to converge to local optimal solution,this paper introduces the related theory of genetic algorithm,to the above two aspects are disadvantages of using genetic algorithm is improved,and on this basis put forward the dual genetic algorithm C clustering algorithm based on fuzzy C-means(DGC-means),through the DGC algorithm to realize the dual optimization of clustering the number of image recognition and center position.Finally,combined with the has been running on the line of "Hunan Fine Arts Publishing House Meilun digital art resource center",introduces the function of Hunan Fine Arts Publishing House for the whole media published pictures of the resources management system implementation,and combined with the DGC algorithm in the search function realization,compared to the effect and performance of the algorithm and C means algorithm and K-means algorithm.
