Analysis On The Implementation Of The Reform Policies On The New CEE

The Suggestions on the Implementation of Deepening the Reform of Testing and Enrollment System(hereinafter referred to as Suggestions)issued by the State Council on Sep.4th,2014 has started a new term of reformation on China's College Entrance Examination,and this has been recognized as the one that covers the wildest range and has the furthest-reaching influence over the 40 years after China recovered its College Entrance Examination.The Suggestions,including the propositions on the improvements of Comprehensive Quality Evaluation,Academic Proficiency Test of the high school students,abolishment of Science –Humanities division,the system of elective subjects,students enrollment in various form,improvement of the methods of enrollment plan allocation,the reform of items making,has featured the new CEE's principle of equity,its ways of selecting and enrolling students in a more scientific way as well as its aim of separating the student enrollment from the examination.Several measures in the process of the reform have been well implemented and achieved the intention of the reform.For instance,measures like favorable policies of enrollment and the mode of “multi-application for individual students” has reflected a fair and scientific system of examination and enrollment.Besides,policies of the multivariate admission and multiple-and-dispersed exams have overwhelmed the problem of "score-only theory" and relieve the pressure imposed by the problem of "one exam for a lifetime" on the society.However,twists and turns together with new problems have also arisen during the implementation of the comprehensive reform of CEE.At present,the implementation of the comprehensive quality evaluation reform is still insufficient,and the function of educating people has not been better exerted;whether it is on the side of universities or candidates,there is still a clear gap in the ability to choose subjects compared with the obtained subject selection rights,resulting in Candidates' utilitarian selection,subject imbalance,etc..In order to ensure the scientific and effective implementation of comprehensive reform measures for the college entranceexamination,collaborative research and development of examination technology is an important prerequisite.
