Instructional evaluation is not only an important part in the teaching process, but also an essential means to check the teaching quality.Academic Proficiency Test for junior high school students is a graduation exam in compulsory education, simultaneously,it is a significant reference certificate for the senior high school students admited. Therefore, students' learning and teachers' teaching are definitely influenced by the content and the form in the Academic Proficiency Test.By analyzing and comparing junior high school Biology Academic Proficiency Test of Weifang and Liaocheng in Shandong Province, the content, scope, and law were probed into, improving the junior high school biology teaching and promoting students' all-round development. In this study, biology curriculum standards and junior high school Biology Academic Proficiency Test ranging from 2014 to 2016 in Weifang and Liaocheng were chosen as the analysis objects. We adopted the quantitative analysis method of SEC model to explore whether there is consistency level between the two cities' junior high school Biology Academic Proficiency Test and the curriculum standard. The knowledge content of the biology curriculum standard and the test questions of the Biology Academic Proficiency Test were divided into two dimensions i.e.the content subject and the cognitive level. Then the data were reckoned in the table with the same structure. The contents were classified into ten primary subjects in the Compulsory Education Biology Curriculum Standard(the2011 Edition). The cognitive level in the curriculum standards and the Biology Academic Proficiency Test was divided into knowing, understanding and applying grades. And then we established a 10×3(that is,the theme of the ten,the level of the three)matrix form.In order to ensure the comparability among the variables, the data in the table were standardized and the consistency coefficient was obtained by the Potter consistency formula.Compulsory Education Biology Curriculum Standard(2011 Edition)contains 124 specific content that were randomly assigned to a 10 ×3 matrix form. And the total score100 of the test paper was assigned to another table in the same format. The date in the two tables were standardized and used to calculate a P value that was repeated 15000 times to get the Potter consistency coefficient reference value P0=0.6214.Comparing theconsistency coefficient of Weifang and Liaocheng to the reference value P0,we found that Biology Test in Weifang was closely consistent with curriculum standard. However, the consistency of Liaocheng's Biology Test with curriculum standards was on the low side.Through analysis test questions of Biology Academic Proficiency Test in the two cities, showing that students' ability, emotional attitude and values were examined. The results showed that students' ability of understanding, using, acquiring knowledge, and biological exploring were highlighted in the questions of Biology Academic Proficiency Test in the two cities. In the aspect of emotion, attitude and value, students' scientific attitude, environmental consciousness and patriotic emotion were key examined. Finally, the characteristics of the two cities' junior high school Biology Academic Proficiency Test were summarized in the paper, and combining with the consistency analysis we could come to the conclusion and enlightenmen.Compulsory Education Biology Curriculum Standard(2011 Edition)is an important basis for designing examination questions and teaching. Both the propositional persons and the teachers need to carefully study Biology Curriculum Standard,by setting the biological examination questions that conform to the curriculum standards to promote the development of students' thinking, improve students' ability and broaden their knowledge.
