Optimizing the allocation of educational resources is a critical guarantee for promoting quality in higher education and a primary goal of building a system of quality education.Scientific analysis of resource efficiency and higher education outcomes can provide sound policy recommendations and guidelines for improving education finance reform in different provinces,help universities in different provinces understand the efficiency of higher education resource allocation in that province,and encourage the relevant state bodies,ministries and universities to scientifically assess the use of resources,the financial budget and the quality of higher education governance.First,the DEA model is used to analyze the efficiency of higher education inputs and outputs in 31 Chinese provinces,municipalities and autonomous regions,and then stagnation variables are analyzed in regions where DEA is invalid.Secondly,Tobit regression analysis is used to analyze the main factors that influence the overall effectiveness of each region.Finally,this study selects Ontario(Canada)and Shanghai(China),which are highly developed in higher education,for case study analysis and,based on the empirical results and case study analysis,offers targeted countermeasures and suggestions for improving cost-benefit efficiency in higher education.The study shows that:(1)By 2020,48.4% of Chinese provinces,municipalities directly dependent on the central government and autonomous regions will have invalid input-output efficiency in higher education using DEA.Among the regions with invalid DEA,there are 11 regions with insufficient pure technical efficiency(including Zhejiang Province,Sichuan Province,Anhui Province,etc.)and 15 regions with insufficient scale efficiency(including Gansu Province,Heilongjiang Province,Guangxi Zhuang Autonomous Region,etc.),of which 73.3% are regions with redundant inputs or insufficient outputs.(2)The determinant analysis showed that the current level of regional economic growth,regional educational attainment,the number of colleges and universities,and the share of resources allocated to higher education are positively related to the effectiveness of expenditures on higher education.The determinant analysis shows that the region’s current level of economic development,regional education level,size of higher education institutions,and share of higher education funding are positively correlated with the efficiency of higher education inputs and outputs;the academic level of higher education faculty is negatively correlated with technical efficiency,net technical efficiency,and economies of scale at the 1%,10%,and 5% levels.Ontario,Canada and Shanghai,China,have amassed a wealth of experience in improving the efficiency of tertiary education inputs and outputs and in building quality tertiary education,including: the scientific elaboration of a program for the development of higher education on the management and financing of colleges and universities,strengthening the performance evaluation of colleges and universities,developing different financing approaches,promoting performance transformation and creating innovative systems for colleges and universities,and building basic higher education capacity.With this in mind,this study makes some suggestions for building a high-quality higher education system,such as ensuring the efficiency of the supply of resources for higher education,strengthening higher education funding structures and monitoring systems,promoting the reorganization of scientific and technological performance of higher education institutions,promoting the coordinated development of research between industry and universities,and strengthening the governance and evaluation of higher education institutions..
