Network Social Mentality Risk Assessment And Governance

The 19th national congress of the communist party of China(CPC)proposed to "strengthen the construction of social psychological service system and cultivate selfesteem,self-confidence,rationality,peace and positive social mentality." At the same time,the Chinese society and the academic circles also attach great importance to the current trend of social mentality.On the whole,the current social mentality of the Chinese people is characterized by health,openness and inclusiveness.However,with the economic and social transformation,the integration of public domain and private domain,the latent public risks and the intensification of social contradictions in the cyberspace have caused many risk sources,resulting in the imbalance of social mentality of some people,and thus the risk of network social mentality.They will disaffection or language violence to the network platform,make rumors,wrong ideology and abnormal social mentality spread,increase the complexity of network governance.The author re-examines network governance and social mentality adjustment,introduces the theory of "governance" into the field of social mentality,and provides a new perspective for the cultivation of social mentality.On the one hand,it is to treat social mentality as governance objects such as public issues,social organizations and network public opinions,so as to maintain the orderly operation of social psychological order.On the other hand,governance is carried out with social mentality,emphasizing the construction of governance capacity,focusing on meeting people's psychological needs for a better life.This paper also USES the text analysis method to analyze the network buzzwords in the decade from 2007 to 2019,so as to deeply understand the network buzzwords and the changes in the social mentality of ordinary people reflected behind them.It is found that the formation logic of network buzzwords and network social forms involves the three link mechanisms of "information-behavior-emotion".At the same time,the author USES typology to divide the social mentality behind Internet buzzwords into four types: rights-oriented,interests-appealing,conceptexpanding and emotion-cathartic.On this basis,this paper,from the perspective of economic and social development,combined with relevant literature,tries to analyze the causes of psychological risk of network society.On the one hand,in the process of economic and social development,the contradictions between supply and demand,between individual and group,between local and global,and between certainty and uncertainty constantly trigger the psychological risk of network society.On the other hand,the current governance of network social mentality in China is confronted with many difficulties,such as the defects of governance structure,the rigidity of governance mechanism and the deviation of governance objectives.Therefore,the author tries to put forward the path of network social mentality risk governance innovation: remolding governance cognition and changing governance thinking in terms of governance concept;In the governance structure,coordinate the multi-subject participation,improve the relevant rules,strengthen the network social mentality of the guidance;In the construction of governance system,information collection mechanism,risk assessment mechanism and risk intervention mechanism should be established.In terms of governance capacity,we need to ensure the actual needs of the people,attach importance to risk adjustment and build a social governance pattern featuring joint efforts,Shared governance and Shared benefits.Starting from these four aspects,we should turn challenges into opportunities,constantly improve the governance level and quality of our network social mentality,so as to better build the social psychological service system and promote the modernization of national governance.In a word,network social mentality is the direct result of social construction and national governance,and can also affect the national governance system and social stability order.The state attaches great importance to the expression of public opinion and people's rights and interests behind the mentality of network society,and provides public goods and services needed by the people,which is conducive to the national governance capacity in the new era and meets the needs of the people for a better life.
