Implementation Status,Problems And Countermeasures Of Social Workt "Three Districts" Project In Remote And Poverty-Stricken Areas

Since 2012,the Ministry of Civil Affairs has begun to promote the implementation of the "Three Districts" plan for social work professionals.In Jiangxi,one of the key areas targeted by the plan is Luoxiaoshan's concentrated and contiguous areas.The area is both a remote mountain area and an old revolutionary area.Therefore,the implementation of this plan is not only a part of rural social work,but also an important part of anti-poverty social work.It is especially important that the modernization process is a process of spatial extension.The study of Luo Xiaoshan's concentrated and continuous work in extremely poverty areas will help to explore the path of modern social work systems in remote and poverty-stricken areas and help promote social work to take root in rural areas.Serving major national strategies such as poverty alleviation and rural rejuvenation.Specifically,it is necessary to study how to further improve the social work "three zones" plan by studying the interactive relationship between government departments,social work organizations,universities,third-party agencies,social workers,and service targets during the implementation of the "three zones" plan.Operation and service mechanism to promote the "three zones" plan to better serve local social development and social governance innovation.This study conducted an in-depth investigation of the current status of the implementation and implementation of the social work "three-zone" project by participating in observation methods and literature research,taking L County in Jiangxi Province as an example,revealing the problems existing in the "three-zone" project.Based on this,relevant countermeasures are proposed.From the implementation point of view,the “three districts”social worker project in L County,Jiangxi Province provides resident services and even resident services for the aided places.Social workers are dispatched to carry out social work services in all major towns and communities,assist in the development of local social work services,solve the practical problems of local difficult groups,and meet their spiritual needs;promote the training of social work agencies and social workers in the recipient places,encourage local communities,Schools and other volunteer services;improve the local social work service model,participate in urban and rural community construction and give play to the collaborative governance role of social work and grassroots civil affairs.The study alsofound that there are problems in L County's "three districts" social worker project,including lack of professionalism of staff,insufficient input of resources,lack of project quality guarantee mechanism,deviation of goals,unsustainability of continuity,administrative constraints,and insufficient localization.In response to the above problems,the author puts forward the following countermeasures and suggestions for optimizing the "three-zone plan" project of social work:improving the overall top-level design,increasing resources investment,establishing a sustainable funding guarantee mechanism,adding posts to promote the localization of social workers,and strengthening the construction of social workers teams Ensure the sustainable operation of the "Three Districts" plan,establish a good project operation mechanism and evaluation mechanism,and strive to improve the embeddedness and social recognition of social work;optimize the "political-school-community" cooperative relationship to meet the public's equalization of public services demand.
